CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY OF SOUTH
SAN FRANCISCO'S PARTICIPATION IN THE JOINT
POWERS AGREEMENT TO PROVIDE COUNTY-WIDE
ADVANCED LIFE SUPPORT SERVICES
WHEREAS, a task force was formed to look at options to improve emergency medical services
delivery in San Mateo County; and
WHEREAS, the task force includes City Managers, Fire Chiefs, and labor representatives from
all of the county's labor groups; and
WHEREAS, the Emergency Care Information Center was commissioned to identify a set of
alternate advanced life support system configurations; and
WHEREAS, David M. Griffith & Associates conducted a cost analysis of the chosen
public/private partnership option, and Fitch & Associates was engaged to validate the projections of
available revenue from the private provider, assist in development of a JPA and a business plan, and
negotiate with private ambulance provider on behalf of the JPA; and
WHEREAS, Fitch & Associates has determined that response time requirements in the new county
ambulance provider contract will increase the overall system cost to the provider; and
WHEREAS, the use of the fire departments in the county to provide ALS first response would
reduce these costs, and further, the savings to the private provider would be adequate to pay the fire
departments for these services; and
WHEREAS, the Joint Powers Agreement creates a board of elected officials representing each of
the fire agencies in San Mateo County; and
WHEREAS, the elected officials will be the policy-making board responsible for entering into a
contract with a private ambulance provider, approving the annual budget for provision of ALS services,
and adapting a distribution formula for revenue to be received from the private ambulance provider in
exchange for first responder service; and
WHEREAS, an executive committee of City Managers and Fire Chiefs will be created to
administer the JPA and an operations committee of fire and ALS personnel will also be created to manage
and monitor service delivery; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that it hereby authorizes the City of South San Francisco's participation in the Joint Powers
Agreement to provide county-wide Advanced Life Support services.

Council of the City of South San Francisco at a spec5 al meeting held on the 2nd day of~
September ,1997 by the following vote:

Robert Yee
NOES: Councilmember John R. Penna and Mayor Joseph A. Fernekes
