CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION SUPPORTING THE DEVIL'S SLIDE
FUNDING COALITION
WHEREAS, since its completion in 1937, coastal Highway 1 at Devil's
Slide between Pacifica and Half Moon Bay has been unstable in winter storm
conditions and has repeatedly failed; and
WHEREAS, the resulting road closures have had disastrous impacts on
residents and businesses in the nearby communities, most recently in the
winter of 1995 for over five months; and
WHEREAS, the $2.6 million study funded by the Federal Highway
Administration in 1996 has concluded that a tunnel is a feasible, practicable,
and prudent alternative; would preserve the coastal environment, and can be
constructed for less than the inland highway bypass; and
WHEREAS, the voters of San Mateo County voted overwhelmingly in support
of Devil's Slide tunnel by passing Measure T on the November 1996 ballot by a
margin of 74%.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that:
1. Until a permanent repair of Highway 1 at Devils' Slide is built in
San Mateo County, residents and businesses on the coast side will endure
extreme hardship as they face a catastrophic road closure every winter.
2. A tunnel at Devil's Slide is the consensus solution which would
end 30 years of acrimonious debate by providing a safe, reliable, and cost-
effective road that preserves the California coast.
3. The emergency federal funds previously authorized for an inland
highway bypass should be redirected for use in constructing the Devil's Slide
tunnel. Additional funds should be secured on an immediate and priority basis
to relieve this extremely hazardous situation.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
regular meeting held on the 12th day of February
1997 by the following vote:

Penna, Robert Yee and Mayor Joseph A. Fernekes
