CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION GRANTING THE APPEAL OF THE PLANNING
COMMISSION DECISION REGARDING CONDITIONS OF APPROVAL
IMPOSED ON A TYPE "C" SIGN PERMIT RELATED TO CASE NO.
SC-96-035
WHEREAS, the developer appealed the Planning Commission's decision
regarding Condition No. A2 of SC-96-035 as approved by the Planning Commission;
and
WHEREAS, the City Council held a public hearing on the appeal; and
WHEREAS, the project is categorically exempt under the provision of
CEQA, Class 11, Section 15311(e) and Section 15301(g) of the CEQA guidelines;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
South San Francisco does hereby resolve as follows:
1. The City Council hereby grants the appeal of condition A2 of SC-
96-035;
2. The City Council makes the findings of approval attached hereto as
Exhibit 1;
3. The City Council further resolves that the Conditions of Approval
of SC-95-035 are hereby amended to delete condition A2 therefrom.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a regular

FINDINGS OFAPPROVAL
SC-96-035
As required by the "Sign Permit Procedures" (SSFMC Section 20.86.060), the following
findings are made in support of the Type "C" Sign Permit for a sign program to include
fast food restaurants within a motel complex at 245 South Airport in the P-C Planned
Commercial Zone District, based on public testimony and the materials submitted to the
City of South San Francisco Planning Commission and City Council which include, but
are not limited to: Site Plan & Directional Sign Plan, plans indicating modifications to
existing signs, and building elevations indicating proposed wall signs, dated 4-5-96,
prepared by James Linebarger, Architect; sign program description submitted by
applicant dated .April 5, 1996; minutes of the April 16, 1996 Design Review Board
meeting; Planning Commission staff report dated May 16, 1996 regarding SC-96-035;
testimony received at the Planning Commission hearing of May 16, 1996; City Council
staff report dated July 10, 1996; and testimony received at the City Council meeting of
July 10, 1996.
The proposed signage, subject to the conditions of approval, is consistent with the
City's Design Review Guidelines and the City's General Plan. General Plan Policy
DE-48 is found not to apply to this site since it is neither a shopping nor business
center. The tenants of the site have been determined to have unique sign needs
due to the following factors:
The uses are a unique mix of traveler oriented businesses located within
500 feet of a freeway onramp.
The building is setback distance of 250 feet from the adjacent Major
Arterial roadway, South Airport Blvd, severely limiting visibility.
The proposed type of signage is integral to the corporate identity of the
business on the premises.
The proposed signage is compatible with the building design as well as the
neighboring area. The size, materials, colors, graphic style and illumination have
generally been integrated with the architectural features of the building and are
compatible with other signage in the neighborhood.
This project is categorically exempt under the provisions of CEQA, as amended:
Class 11, Section 15311(e): Construction and replacement of on-site signage; and
Class 1, Section 15301(g): New copy on existing on-premises signs.
