CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING PERSONNEL CHANGES
RELATED TO THE ADOPTION OF THE 1996-1997
FISCAL YEAR BUDGET
WHEREAS, the city Council of the City of South San Francisco
has reviewed and approved the budget for the 1996-1997 fiscal year;
and
WHEREAS, included in that budget are certain personnel
changes; and
WHEREAS, the personnel changes involve salary adjustments and
salary schedule approval, unit determination and approval of job
specifications.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of South San Francisco that:
The Assistant Plant Superintendent classification be
created with a salary range as shown in Attachment "A",
the job specification be approved as shown in Attachment
"D", and the classification be placed in the Management
Group.
The Storm Water Management Coordinator and Source Control
Supervisor classification be created with a salary range
as shown in Attachment "A", the job specification
approved as shown in Attachment "E", and the
classification be placed in the Management Group.

ASSISTANT PLANT SUPERINTENDENT
DEFINITION
Under the general direction, the Assistant Plant Superintendent is responsible for the day-to-day
operations of the Water Pollution Control Plant with the primary focus on Operations and Plant
Maintenance and for the coordination and implementation of technical training and development of
programs required to ensure that employees remain in compliance with Federal, State, and local
certification requirements, and meet internal as well as local competency and safety standards. Acts
for the Plant Superintendent in his/her absence; and performs related work as required.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
1. Manages the day-to-day operations of the Plant.
2. Makes operational decisions, sets parameters and establishes priorities.
3. Controls work order flow and coordinates maintenance activities.
4. Reviews daily records, sets overall goals for shift operations and monitors the quality of data
collected.
5. Coordinates maintenance, operations, and laboratory activities.
6. Interprets lab test results in relation to the efficiency of plant processes.
7. Ensures plant facilities are well maintained.
8. Investigates discrepancies in data collected.
9. Prepares reports and records of operational programs.
10. Initiates process control strategies.
11. Documents incident control, hazardous and emergency response and safety related
assurances.
Ensures that the City complies with all regional, State and Federal regulatory agency
requirements.

13. Provides input and recommendations into the budget process and monitors Departmental
expenditures.
14. Assists in policy revisions.
15. Develops and recommends new methods/ideas for improving plant operations.
16. Acts as liaison between plant, staff, and other City departments.

18. Develops and coordinates training and development programs to ensure compliance with
State certification requirements as well as safety programs.
19. Develops standards and criteria for each position and relates this to in-house competency
evaluations and monitors the administration of such processes.
20. Provides direct supervision of maintenance and operations personnel.
21. Acts as Project Manager.
22. Serves as Acting Superintendent/Division Head in the absence of the Plant Superintendent.

Bacteriological and chemical treatment of wastewater.

Experience:
Substantial, progressively responsible experience in supervising the operations of a
wastewater treatment plant or similar facilities, including administrative and
budgeting responsibilities.
Training:
Graduation from a recognized four year college or university with major course work
in Public or Business Administration, Civil Sanitary, or Chemical Engineering or
technical field related to wastewater treatment; or an equivalent combination of
education and experience.
License or Certification:
Possession of a valid California driver's license.
Possession of, or must obtain within a specified period of time, a Grade IV
Wastewater Quality Control Plant Operator's Certification issued by the California
State Water Resources Control Board.
Special Requirements:
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, climb, and lift 55 lbs.;

SOURCE CONTROL SUPERVISOR
DEFINITION
The Storm Water Management Coordinator/Source Control Inspector performs technical
tasks in the inspection of industrial and commercial discharges to the sewer system for
compliance with applicable laws and ordinances, as well as directing and coordinating the
implementation of the Storm Water Management Plan. Work is performed under the general
direction of the Superintendent of Water Quality Control. The incumbent: performs chemical
analyses; coordinates the testing of individual waste samples with laboratory personnel;
provides guidance and/or direction to contract, consulting and/or City staff to monitor project
progress and conformance established by the State mandated program; prepares written
technical and verbal reports to City Council and its subcommittees, as well as to external
agencies as required. Acts as principal liaison with Cities and County of San Mateo and the
technical advisory committee, contractors and consultants on major studies or projects; and
performs other duties as required.
DISTINGUISHING CHARACTERISTICS
This classification is distinguished from all other technical and professional classifications in
the City service through its specialized responsibilities in the area of industrial waste
programs and other pollution prevention programs and overall program management for the
control of pollutants in storm water from commercial and industrial businesses, illicit
discharges, new development construction and municipal maintenance activities.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
1. Enforce wastewater discharge ordinances.
Conduct and review field measurements and laboratory analyses of industrial
waste samples and wastewater flow to determine compliance with applicable
laws and ordinances.
Review, evaluate, recommend and approve business license and wastewater
discharge applications as appropriate.

Conduct on-site inspections of commercial and industrial users; issue notices of
violation. Conduct pollutant impact studies on treatment processes relating to

Collect data relating to the sewer rental program, compute charges and review
protests.
Maintain a close liaison with industrial users, other governmem agencies and
other City representatives in connection with the above duties.
Work irregular or extended hours as necessary to obtain samples and conduct
inspections.
Gather evidence for, and recommend administrative or other legal action.
Conduct on-site inspection and monitoring of commercial, residential, and
industrial users for Pollution Prevention, Stormwater, and Copper Waste
Allocation Programs.
Responsible for contract administration; project schedule coordination; political
liaison; public relations and education; quality control.
Provide leadership for the implementation of the Storm Water Management
Plan.
Prepare written reports and council staff reports as required on each work
assignment.
Prepare, coordinate and monitor the operating budget for the Storm Water

DEVELOPMENT SPECIALIST
DEFINITION
Under the general direction of the City Engineer, the Development Specialist will perform a full
range of development review using civil engineering criteria. This review commences with the
initial contact with a potential developer of property within or adjacent to the City of South San
Francisco and will continue through the preliminary plan, planning application, and building permit
stages of a project.
These tasks include:
1. providing the developer with information on city infrastructure and the history of the site.
attendance of meetings with the developer and Iris consultants to discuss the preliminary
plans.

preparing Planning Commission and Design Review Board conditions of approval for the
Public Works Department.
performing plan check reviews of site construction plans, subdivision final maps, parcel
maps, and public improvement plans.
Incumbents in this class perform work with considerable independence and may direct the work of
lower-level, subprofessional personnel and may coordinate their duties with professional engineers
in the division.
DISTINGUISHING CHARACTERISTICS
This is the highest subprofessional engineering classification used by the City. It is distinguished
from all other subprofessional classes through the variety and complexity of work, historical
knowledge of the City, knowledge of local and State development laws, regulations and City
development goals and the considerable latitude and independence provided in the performance of
their duties.
It is distinguished fi:om all other subprofessional levels in that this classification works directly with,
and reviews the work of professional Civil Engineers, Land Surveyors, Architects and Planners
under the direction and authority of the City Engineer.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Provides engineering information and recommendations to the general public, engineers,
architects, City staff and public officials regarding engineering requirements for grgding and
drainage systems, traffic circulation, dedication of right-of-way, driveway locations, street
design and frontage improvements.

2. Processes and checks tract maps, parcel maps, planned developments, annexation requests,
lot mergers, lot line adjustments, assessment districts, improvement agreements, building
permits.
3. Conlributes to the preparation of Planning Department and City Council Staff Reports and
represents the Engineering Division at Planning Commission and Technical Advisory Group
meetings.
JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
Engineering principles and practices applicable to municipal public works drafting and
mapping requirements.
Legal description interpretation.
Terminology and conditions of public improvement agreements.
Improvement assessment district requirements and regulations.
Principles of surveying and public improvement and infrastructure construction.
Ability to:
Accurately prepare and interpret plans, specifications, estimates, reports and calculations.

Under general supervision, assists in the administration of the City Personnel Pro.am by
performing difficult and responsible clerical and technical work; to assume a variety of
administrative detail relating to established personnel policies and procedures; and to do
related work as required.
DISTINGUISHING CHARAC~S~CS
An incumbent assigned to this class is distinguished from positions in other clerical classes
by the greater degree of responsible clerical and record keeping duties assigned which
require the exercising of independent judgment. The work of an incumbent in this class
involves the frequent application of established rules and regulations, policies and procedures
in a variety of circumstances, and constant contact with employees and the public as well as
the performance of record keeping, typing, and related duties. Incumbents in this class are
