PUBLIC COMMENTS — comments are limited to items on the Special Meeting Agenda. • Leah Taylor — SSF Housing Authority, Executive Director • Marwan Rashid — SSF Housing Authority Tenant Commissioner Vice Mayor Addiego expressed his concern with the public comment recommendation for candidates to the Housing Authority Commission made by Executive Director Taylor. ADMINISTRATIVE BUSINESS 1. Report regarding Boards and Commissions interviews and appointments to the Housing Authority, Measure W Citizens' Oversight Committee, and the Youth Commission (Rosa Govea Acosta, City Clerk). City Clerk Govea Acosta presented the report and introduced candidates. a) Interview Applicant for the Measure W Citizens' Oversight Committee: 6:30 p.m. Jonathan Collum 6:40 p.m. Annie Lo The council interviewed applicants Collum, and Lo. b) Interview Applicants for the Housing Authority Commission Vice Mayor Addiego restated his concern with the Housing Authority Executive Director's public comment and suggestion regarding the selection of candidates, which may compromise the integrity of the Council's selection. In fairness to the process, Vice Mayor Addiego recused himself from the interview of candidates. Associate City Attorney Mahallati noted that public comments are open to all members of the public without restrictions but suggested that employees of organizations provide public comments as individuals, rather than as representatives of their organizations, in the future Vice Mayor Addiego recused himself at 7: 08 p.m. 6:50 p.m. Edmund de Guzman 7:00 p.m. Mercedes De Chatmon 7:10 p.m. Byron Shipp 7:20 p.m. Tonya Thomas 7:30 p.m. Liliana Morales 7:40 p.m. Claudia Penate Councilmembers Coleman, Nagales, Nicolas, and Mayor Flores interviewed applicants Guzman, De Chatmon, Shipp, Thomas, Morales, and Penate. Vice Mayor Addiego resumed participation at 8:10 p.m. c) Interview Applicants for the Youth Commission: 7:50 p.m. Yunn Lee 8:00 p.m. Saoirse Sagastume Price The council interviewed applicants Lee and Sagastume Price. d) Discussion and consideration of the appointment of applicants to the Measure W COC. The Council may appoint one (1) applicant to a respective four-year term expiring July 15, 2029, and one (1) applicant as an alternate member to a non -expiring term. Applicants: Collum, Lo After discussion and voting, the Council appointed the following applicants to the Measure W Citizens' Oversight Committee and continue to solicit applicants to fill the alternate member non - expiring term. City Clerk Govea Acosta noted that recruitment would open at the end of August 2025. Motion- Councilmember Nagales/Second- Councilmember Nicolas: To appoint applicant Collu, to a four-year term expiring July 15, 2029. Unanimously approved. e) Discussion and consideration of the appointment of three (3) applicants to the Housing Authority Commission. The Council may appoint three (3) applicants to a four-year term expiring July 15, 2029. Applicants: De Guzman, De Chatmon, Shipp, Thomas, Morales and Penate. After discussion and voting, Byron Shipp was appointed to the Housing Authority, with direction from the Council to continue soliciting applicants to fill the two remaining seats. City Clerk Govea Acosta noted that recruitment would open at the end of August 2025. Motion — Councilmember Nagales /Second — Councilmember Coleman: To appoint Byron Shipp to a four-year term expiring July 15, 2029, by roll call vote: AYES: Mayor Flores, Councilmembers Coleman, Nicolas, and Nagales; NAYS: None; ABSENT: None; ABSTAIN: Vice Mayor Addiego. SPECIAL CITY COUNCIL MEETING JULY 15, 2025 MINUTES PAGE 2 f) Discussion and consideration of the appointment of two applicants to the Youth Commission. The Council may appoint two (2) applicants to a two-year term expiring July 15, 2027. Applicants: Lee, Sagastume Price After discussion and voting, the Council appointed Lee and Sagastume Prince to the Youth Commission. Motion- Councilmember Coleman/Second— Councilmember Nicolas: To appoint applicants Lee and Sagastume Price to a two-year term expiring July 15, 2027. Unanimously approved.
