CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE OYSTER POINT GRADE SEPARATION
PROJECT SCOPE AND THE OYSTER POINT CONTRIBUTION FORMULA
WHEREAS, on May 23, 1983, based on the Final Report of the Oyster Point
Boulevard Highway 101 Grade Separation Feasability Study prepared by George S.
Nolte and Associlates in February 1983, the City Council, by Resolution No. 71-
84, established ~a development fee titled the Oyster Point Contribution
Formula, a reimbursement methodology titled the Oyster Point Separation Fund
Repayment Formula, and identified the area subject to payment based on the
Oyster Point Formula and benefitted by the constuction of the Oyster Point
Interchange; and
WHEREAS, the 1983 Nolte study identified included the 'southbound on-
ramp at existing scissors off-ramp", commonly referred to as the hookramps as
part of the Oyster Point Interchange Project; and
WHEREAS, all elements of the Oyster Point Interchange PrOject except the
hookramps have been constructed; and
WHEREAS, the traffic analysis in the draft Terrabay EIR indicates that a
flyover from Southbound Highway 101 to eastbound Oyster Point Boulevard will
be necessary in the future; and
WHEREAS, additionally, if the City commences construction of the
hookramps, the California Department of Transportation will require
construction of the flyover; and
WHEREAS, based on these circumstances, the Director of Public Works
recommends inclusion of the southbound flyover in the project description of
the Oyster Point Interchange as previously established by the 1983 Nolte
Study; and
WHEREAS, based on the land uses authorized in the recently adopted East
of 101 Area Planiand analysis set forth in the staff report, the Director of
Public Works recommends amendment of the Oyster Point Contribution Formula
thereby effectively reducing the current fee by approximately 22 percent; and
WHEREAS, the Director of Public Works further recommends amending the
Oyster Point Contribution Formula to authorize use of the most recent edition
of 'Trip Generation" prepared by the Institute of Transportation Engineers for
land uses not specifically identified in Exhibit 1 of the Contribution Formula
and to allow the traffic generation to be determined based on a traffic study
for those land uses not included in Exhibit A or the most recent edition of
Trip Generation; and
WHEREAS, notice of this hearing was published as required by state law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco;
1. The "!Oyster Point Contribution Formula", as adopted by Section 1
of Resolution No. 71-84, is hereby amended, in its entirety, to read as set
forth in Exhibit A hereto.
2. The Oyster Point Interchange Project, as described in the 'Final
Report of the Oyster Point Boulevard Highway 101 Grade Separation Feasability
Study" prepared bY George S. Nolte and Associates in February 1983 is hereby
amended to add the flyover connecting southbound Highway 101 to Oyster Point
Boulevard easterly of Highway 101.
3. With the exception of the amendments set forth in Items i and 2
above, the prov!isions of Resolution No. 71-84 shall remain in full force and
effect.

OYSTER POINT CONTRIBUTION FORMULA
General Provisions
Contributions shall be based upon weekday Average Daily Trip (ADT) generation by
various land uses as set forth in "Exhibit 1" attached hereto and incorporated herein by
reference as though set forth verbatim.
Note:
(a) When ADT generation is bascd upon gross square footage of a building, thc
gross square footage includes the total floor area within the building shell, which

square footage of all enclosed floors of th~ building, including basements.
