CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING A GENERAL PLAN AMENDMENT (1)
AMENDING POLICIES IN THE EAST OF 101 PLAN REGARDING
DEVELOPMENT IN OPEN SPACE AREAS AND ADJACENT TO
SENSITIVE BIOLOGICAL RESOURCES; (2) AMENDING THE
GENERAL PLAN TO ESTABLISH A CIVIC LAND USE CATEGORY;
AND !(3) AMENDING THE GENERAL PLAN LAND USE MAP TO
DESIGNATE VARIOUS CITY-OWNED PROPERTIES AS CIVIC-USE
DESIGNATIONS
WHEREAS, the City of South San Francisco desires to amend its General
Plan; and
WHEREAS, the East of 101 Plan serves as the General Plan for the East of
101 area;
WHEREAS, noticed public hearings related to the proposed amendments were
held on February 15, 1996 and June 6, 1996;
WHEREAS, the Planning Commission recommended approval of the amendment
to the policies in the East of 101 Area Plan regarding development in open
space areas and adjacent to sensitive biological resources and an amendment to
the land use element of the General Plan text and the' land use maps related to
the civil property designations;
WHEREAS, the proposed amendments are consistent with the remainder of
the South San Francisco General Plan;
WHEREAS, the amendment to the policies in the East of 101 Area Plan
regarding development and open space areas adjacent to sensitive biological
resources was the subject of a negative declaration which was previously
certified by the Planning Commission;
WHEREAS, a negative declaration has been prepared related to the
amendments to the General Plan text and land use amendments related to the
civic use designation;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
South San Francilsco hereby adopts the following General Plan Amendments:
1. The East of 101 Area Plan policies identified as LU-10b, LU-10c
and CON-7 are helreby amended to read as follows:
No Floor krea ratio has been allocated to Open Space designated
areas. Dry lands (inland of high tide line) located within Open
Space designated areas and adjacent to an inland waterway may
receive a iFloor Area allocation not to exceed the allowable FAR
for the immediately adjacent land use designation, subject to
approval of a discretionary permit and an environmental review
analyzing ~any additional adverse impacts including traffic,
sewage, and recreation impacts, as well as any impacts to
sensitive resources. An appropriate floor area allocation for
public recreation facilities shall be determined on a case by case
basis after an environmental review.
Subject to securing a discretionary permit, accessory parking from
adjoining portions of a site may encroach into dry land areas
designated Open Space provided that the resulting project
incorporates adequate public open space and recreation
opportunities consistent with the Open Space land use designation,
is compatible with Bay Conservation and Development Commission's
policies and regulations, and is protective of sensitive biologic
resources.
Provide adequate buffer areas between known sensitive resources
and new development. In land areas not adjacent to inland
waterways, there shall be a buffer area of at least 100 feet
between known sensitive resources and development areas (other
than accessory parking). Buffer areas adjacent to inland
waterways should be a minimum 100 feet unless otherwise approved
by the permitting body based on a site specific biologic resource
evaluation performed by a qualified biologist and consistent with
federal and State laws. Accessory parking from adjacent
development areas may be permitted to encroach into the 100 foot
buffer area if warranted based on biologic resource evaluation
requirements as noted above.
2. The South San Francisco General Plan, at page 15, is hereby
amended to included a Civic Use designation with the text to read as follows:
"CIVIC LAND USE: Includes sites with or to be improved with facilities
which are owned or operated by the City of South San Francisco. Typical uses
include offices, water pollution control plants, sewage and storm drainage
pumping stations, corporation yards and facilities, libraries, police
stations, and fire stations. Open storage facilities may be permitted when
fully screened from public view and when occupying less than thirty (30)
percent of the site area.
DESIGN: Civic buildings and facilities provide unique and important
functions and services. The site design and architecture should reflect the
special importance assigned to government buildings and facilities. Sites,
structures and buildings should be physically suitable for the type and
intensity of the land use being proposed. Projects are required to be
consistent with all the provisions of the City's adopted General Plan.
Developments are required to comply with adopted design guidelines.
The City's development standards should be utilized when the site and
budget permits these standards to be achieved. When standards cannot or
should not be achieved, the City should justify why the standards cannot be
achieved. The established development standards may not always be essential
nor appropriate to the design and use of City owned sites and facilities.
Exceptions from established development standards should be allowed where the
change will result in a project of superior design or otherwise be of greater
benefit to the community and adjacent neigb_borhoods, and where the exception
will not be unreasonably detrimental to the health, safety, welfare, comfort,
or convenience of the persons working or residing in the vicinity of the
property.
Critical public facilities should not be located in hazardous areas
because these facilities provide vital basic services without which the
community cannot adequately function especially during emergencies such as
flooding and earthquakes. Because some facilities and/or sites are already
located in hazardous areas the City should takes steps to reduce hazard threat
especially from flooding, fire and building collapse during an earthquake.
Expansion of facilities in hazardous locations is allowed 'where risk to life
can be reduced to an acceptable level.
GOAL: Support the provision and maintenance of adequate sites and
public facilities owned and operated by the City to meet the existing needs
and projected population and employment including offices, water pollution
control plants, sewage and storm drainage pumping stations, corporation yards
and facilities, libraries, police stations, and fire stations.
POLICIES
(1) FISCAL EVALUATION AND PRIORITIES: Ail policies herein which seek
to establish levels of service provided by the City or address the
construction of City buildings and facilities, shall be guiding principles
only and shall be subject to governing fiscal policies and priorities
established by the City Council in the budget.
(2) LOCATION OF CRITICAL FACILITIES: Avoid locating critical
facilities, suchi as fire, police, emergency facilities in areas subject to
slope failure, flooding, and other hazards where feasible."
3. The South San Francisco Land Use Map is hereby amended as shown on
Exhibit A hereto.
4. BE IT FURTHER RESOLVED that the amendments approved herein shall
take effect 30 days after adoption of the resolution.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
regular meeting held on the 26th day of June ,
1996 by the following vote;
