A RE'SOLUTION COMMENDING ROBERTA CERRI TEGLIA
FOiR SELFLESS DEDICATION TO COMMUNITY SERVICE
THROUGHOUT HER SEVENTEEN YEAR INCUMBENCY AS AN
ELECTED COUNCILMEMBER
WHEREAS, Roberta Cerri Teglia was born and raised in South San
Francisco, t~e only daughter of Alfredo and Ambrosia Cerri; and
WHEREAS, Roberta is a product of local parochial schools
having graduated from All Souls School in 1954 and thereafter
receiving a diploma from Mercy High School in Burlingame in 1958;
and
WHEREAS, Roberta's father Alfredo Cerri was a dedicated and
respected employee of the City of South San Francisco Streets
Division un~il his retirement, serving as a role model for
Roberta's subsequent career in public service and as an inspiring
advocate of the community good which provided the foundation for
all of her future endeavors; and
WHEREAS, in preparation for a teaching career in elementary
education Roberta attended Seattle University where she completed
studies toward a Bachelor's degree in political science in 1962 and
later received a California Elementary Teaching Credential from the
College of Notre Dame, before commencing to teach sixth grade at
Hillside Elementary School in South San Francisco; and
WHEREAS, Roberta's foray into local government in her hometown
occurred in 1974 with an appointment to the Planning Commission,
where she capably served as chair of that body in 1977; and
WHEREAS, the allure and challenges of political advocacy in
the male-dominated arena of South San Francisco politics served as
the impetus for Roberta to seek and win election to the City
Council in 1978, thus becoming the first and only woman to serve as
a Councilmember in the City's history; and
WHEREAS, Roberta's tenure on the City Council has been marked
by election to four consecutive terms of office and four terms as
the City's Mayor in 1982, 1985, 1988, and 1993; and
WHEREAS, throughout her career Councilmember Teglia actively
served her community and constituents in selected countywide
assignments to key policy making bodies such as the San Mateo
County Airport Land Use Committee, San Francisco Airport/San Mateo
County Community Roundtable, City/County Associations of
Governments, San Mateo County Task Force on Youth Gang Activities,
San Francisco Bay Conservation and Development Commission (BCDC),
and the San Mateo County Criminal Justice Council; and
WHEREAS, much of Roberta's effort in recent years has been
focused on two major issues effecting South San Francisco and other
local jurisdictions: Airport Noise Mitigation and Business/Econo-
mic Development activities; and
WHEREAS, serving on an AD HOC Committee of C/CAG Roberta led
the negotiations with San Francisco International Airport which
resulted in a Memorandum of Understanding that will provide over
120 million dollars to cities adjacent to SFO as a means to
mitigate the environmental impact of the major expansion underway
through aug~.entation of the noise insulation program which will
ultimately insure that over 2000 homes and 3 schools in South San
Francisco will be protected against aircraft noise at no cost to
residents; and
WHEREAS, the need for enhanced economic development in South
San Francisco led Councilmember Teglia to advocate for the
construction of a Conference Center facility to establish new
business activity for the local hospitality industry and related
enterprises, culminating in a successful ballot measure to launch
the facility and the creation of a Conference Center Authority
Board of Directors, of which Roberta was an enthusiastic member;
and
WHEREAS, Roberta took an avid interest in revitalizing the
role of the San Mateo County Visitors and Convention Bureau as a
member of the Board of Directors and as Chair in 1994-95 to
strengthen 'the economic opportunities available for cities
throughout San Mateo County involved in the convention and
hospitality ~rades; and
WHEREAS, Councilmember Teglia exerted exemplary leadership on
City policy matters through participation on Council Subcommittees
addressing Downtown Revitalization, Budget Review, the Cable
Television Franchise, Scavenger Refuse Rates, the East of Highway
101 Area Plat., and a Special Task Force on At-Risk Youth and Youth
Gangs; and
WHEREAS, a long-standing commitment to youth programs in the
community was bolstered through Roberta's ongoing involvement on
the City Council/SSFUSD Board of Trustees Liaison Committee
resulting in the acquisition of surplus school properties for
recreation p'arposes and joint use agreements providing maximum
public access to city/school facilities; and
WHEREAS, the highest tribute that can be paid to Councilmember
Roberta Teglia on the occasion of her retirement from elective
office is that she was an accomplished champion of neighborhoods
and neighborhood preservation in all corners of South San
Francisco, thereby enhancing the quality of life for all residents;
and

WHEREAS, over the years Councilmember Roberta Teglia's
outstanding contributions to public service and improving the
quality of community life have been acknowledged not only by her
colleagues and constituents, numerous organizations have also
awarded her with special acknowledgment such as: the San Mateo
County Women's Hall of Fame (1985), Soroptimist International of
North San Mateo County Women Helping Women Award (1986),
Westborough Homeowners' Association Special Recognition Award
(1989), Boys and Girls Club of America Special Recognition Award
for assistance in securing the Paradise Valley Unit (1991), South
San Francisco Youth in Government Program Special Recognition Award
for facilitating and promoting the highly acclaimed program (1993),
and South Sa3 Francisco Historical Society Outstanding Citizen of
1995.
NOW, THEREFORE, BE IT RESOLVED that the City Council of South
San Francisco commends Roberta Cerri Teglia for selfless dedication
to community service throughout her seventeen year incumbency as an
elected Councilmember; and BE IT FURTHER RESOLVED that the City
Council acknowledges with gratitude the personal sacrifices made by
Roberta, her husband Fernando and sons Marc, Matthew and Steven,
which enabled Councilmember Teglia to faithfully perform her duties
consistent with the public demands of elected office; and BE IT
FINALLY RESOLVED that the city Council expresses warm wishes to
Councilmember Roberta Cerri Teglia for a healthy and satisfying
retirement on behalf of a grateful community.
