HomeMy WebLinkAboutReso 65-1996RESOLUTION NO. 65-96 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ACCEPTING AND APPROVING AN AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND POLICE ASSOCIATION, FOR THE PERIOD JANUARY 1, 1996 THROUGH DECEMBER 31, 1997 WHEREAS, the City Council of the City of South San Francisco has recognized the Police Association as the employee organization representing a majority of those employees working in classifications in representation Unit C; and WHEREAS, the representatives of the City and the representatives of the Police Association have personally met and conferred and freely exchanged information, opinions and proposals; and WHEREAS, the representatives of the City and Police Association have reached agreement on those wages and conditions of employment which are to be in effect during the period January 1, 1996 through December 31, 1997 for employees in representation Unit C; and WHEREAS, the City's representative recommends that the agreement be accepted and approved by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that it hereby accepts and approves the agreement between the City of South San Francisco and Police Association, attached hereto as Exhibit "A", which sets forth those wages and conditions of employment to be in effect during the period January 1, 1996 through December 31, 1997 for employees in representation Unit C, which will be binding upon the City, Police Association and the employees covered therein. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 8th day of , 1996, by the following vote: AYES: Councilmembers Joseph A. Penna, Robert Yee and Mayor Jack Drago NOES: None ABSTAIN: None ABSENT: None Poli¢¢.Agt ATTEST: IlL ,I EXHIBIT A TO RESOLUTION NO. 65-96 CITY OF SOUTH SAN FRANCISCO POLICE ASSOCIATION - Representation Unit C MEMOI~lVDt~ OF UNDERSTANDING January 1, 1996- December 31, 1997 The Memorandum of Understanding sets forth those salaries, benefits, terms and conditions of employment which shall be in effect for the period January 1, 1996 - December 31, 1997 and continuing thereafter unless modified by the City Council. 1. Provisions for Sworn Personnel Article lA. Wage Rates is revised to read as follows: Effective with the pay period January 1, 1996, the salary schedule for all sworn personnel shall be increased by two (2 %) percent. Effective with the pay period January 1, 1997, the salary schedule for all sworn personnel shall be increased by four (4 To) percent. 2. Provisions for Sworn Personnel Article 6, Section C. Maternity Leave shall be modified to read as follows: Eligible employees may be granted leave up to the maximum period of time permitted by law, for pregnancy reasons based upon the following: (1) Pregnancy disability. For disabilities caused or contributed to by pregnancy, childbirth or related medical conditions. (See California Government Code section 12945). (2) Family care. For reason of the birth of a child or the placement of a child with an employee in connection with adoption. (See Family Medical Leave Act 29 U.S.C. section 2601 et seq. And the Moore- Brown-Roberti Family Rights Act California Government Code section 12945.1 et seq., as both are implemented by the City.)" Police Association - Representation Unit C Memorandum of Understanding - 01/01/96 - 12/31/97 Page 2 3. Provisions for Non-Sworn Personnel Article 2.1. Wages is revised to read as follows: City agrees to provide a one-time signing bonus not to be added to base salary, equivalent to two (2%) of individual salary for January 1, 1996 through December 31, 1996. 4. Provisions for Non-Sworn Personnel Article 2, Section 2, A. Retirement Plan is revised to read as follows: A. Retirement Plan Retirement benefits for employees shall be those established by the Public Employees' Retirement System (PERS) for the Miscellaneous two (2 %) at age 55 Plan. CITY OF SOUTH SAN FRANCISCO POLICE ASSOCIATION January 1, 1996- December 31, 1997 SIDE LETTER The City agrees to the following changes for the term of this contract only (January 1, 1996 - December 31, 1997). Language that was in effect prior to the date of this agreement will take effect at the end of this contract period: 1. Provisions for Non-Sworn Personnel Article 2, Section 6, E. Compensatory Time in Lieu of Paid Overtime With the approval of an employee's supervisor, each employee may accumulate a maximum of seventy (70) hours which shall be earned at the same rates as prescribed for overtime compensation above. All compensatory time off shall be requested and scheduled in accordance with the rules and regulations prescribed by the Police Chief or the Chief's designee. Employees shall be permitted to receive the cash value of up to fifteen (15) hours of compensatory time per calendar year. 2. Provisions for Non-Sworn Personnel Article 3, Section 2, A. Accrual A. Vacation Accrual Each employee shall accrue vacation hours in accordance with the following accrual rate schedule. DAYS PER YEAR 1st through 4th years, inclusive 5th through 14th years, inclusive 15th through 24th years, inclusive 25th and succeeding years 4.62 Hours 6.15 Hours 7.69 Hours 9.23 Hours 120 Hours 160 Hours 200 Hours 240 Hours 15 Days 20 Days 25 Days 30 Days Police Association Side Letter - 01/01/96 - 12/31/97 Page 2 Except that employees with eleven through fourteen years of service, who prior to April 1, 1990, received twenty-two (22) days per year vacation shall continue to receive this accrual rate, and employees who have between five and ten years of service in a position represented by the Unit as of April 1, 1990 shall receive twenty- two (22) days per year vacation upon reaching eleven years of service. Employees who have scheduled and taken a minimum of twelve (12) vacation days during each calendar year shall be permitted to receive the cash value of up to eight (8) days of unused but accrued vacation.
