SUPPORTING THE COLMA SOUTH SAN FRANCISCO EL CAMINO REAL BIKE AND PEDESTRIAN IMPROVEMENTS PROJECT AND AUTHORIZING SUBMITTAL OF AN APPLICATION FOR THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY’S 2025 MEASURE A AND MEASURE W HIGHWAY PROGRAM CALL FOR PROJECTS WHEREAS, the Project will enhance safety, provide multimodal accessibility, improve connectivity and access to public transportation, and enhance economic development by providing continuous sidewalks and dedicated bicycle lanes along approximately 1.5 miles of El Camino Real/State Route (SR) 82 between Albert M Teglia Boulevard in the Town of Colma (Town) and Hickey Boulevard in the City of South San Francisco (City), and WHEREAS, the Project proposes to install Class IV bike lanes, landscaping, and sidewalks along Segment A, Class IV bike lanes and sidewalk along Segment B, and a Class I multi-use path along Segment C. Two new signalized intersections and bus stop improvements are also proposed, and WHEREAS, it will cost $17,000,000 to complete the design (PS&E) and right of way (ROW) for Segments A (Town of Colma) and C (City of South San Francisco) and the ROW only for Segment B (Town of Colma), and WHEREAS, the City of South San Francisco wishes to sponsor the design (PS&E) and right of way (ROW) for Segment C, and WHEREAS, the City of South San Francisco seeks $17,000,000 for design and ROW for Segments A and C and ROW only for Segment B, and WHEREAS, the San Mateo County Transportation Authority (TA) issued a Call for Projects for the 2025 Measure A and Measure W Highway Program on July 11, 2025, and WHEREAS, the TA requires the Sponsor's governing board to adopt a resolution: 1. Supporting the Project and application for $17,000,000 in TA Measures A and W Highway Program funds for Project; 2. Committing the Sponsor to the begin work within one year of an award and to the completion of the requested scope of work for the Project, including the commitment of matching funds in the amount of $550,000 (for Segment C) needed for implementation; 2 3. Certifying that any funds awarded by the TA will be used to supplement existing funds for program activities, and will not replace existing funds or resources; and 4. If funds are awarded, authorizing the Sponsor's City Manager, or designee, to sign a supplemental agreement and any amendments of the TA’s Primary Grant Agreement with the TA for TA Measures A and W Highway Program funding for the Project and to take any other actions necessary to give effect to this resolution and execute applicable amendments. 3 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco: 1. Directs staff to submit an application to the San Mateo County Transportation Authority for Measures A and W Highway Program funds for $17,000,000 for the Colma South San Francisco El Camino Real Bike and Pedestrian Improvements Project; 2. Authorizes the City Manager, or designee, to execute a sign a supplemental agreement and any amendments of the TA’s Primary Grant Agreement with the San Mateo County Transportation Authority [and/or other parties, if applicable] to encumber TA Measures A and W Highway Program funds; 3. Commits to the completing the Project, including contributing $550,000 for Segment C of matching funds needed for the requested Project’s scope of work implementation, if the requested TA funds are awarded; 4. Certifies that any funds awarded by the TA will be used to supplement existing funds for program activities, and will not replace existing funds or resources; and 5.
