CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING JOB SPECIFICATION,
COMPENSATION AND UNIT DETERMINATION FOR
CITY ENGINEER
WHEREAS, the City is reorganizing its current Public Works
Department and, in so doing, is creating the need for a City
Engineer.
NOW, THEREFORE, BE IT RESOLVED by the city Council of the City
of South San Francisco that:
1. The attached job specification for City Engineer as
described in Exhibit A is approved;
and
The salary schedule is as shown on Exhibit B is approved;
3. The Management and Confidential Group Compensation Plan
is amended to include the city Engineer classification.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the city of South San
Francisco at a re§u]ar meeting held on the 10th day of

DEFINITION
Under administrative direction, directs and supervises the Engineering Division of the Department
of Public Works in connection with the investigation, design, maintenance, construction or
inspection of public works projects, performs highly responsible engineering work of a professional
nature, and does related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is professional engineering work requiring thorough familiarity with engineering and surveying
principles; the exercise of technical judgment on numerous and important details; and the
supervision of engineering staff.
ESSENTIAL AND RELATED FUNCTION STATEMENTS:
Essential and other important responsibilities and duties may include, but are not limited to the
following:
Plans, organizes, directs and supervises the activities of the City's Engineering Division,
assigns work to and exercises general supervision over office and field personnel in order to
effectively utilize their services;
Establishes criteria for design and construction of public works projects, the inspection of
Public works construction by contractors for established plans and specifications;
Prepares work programs and division preliminary budgets, and special engineering studies;
Reviews or disapproves and prepares specifications and obtains bids for construction and
maintenance projects;
Conducts negotiations on engineering matters;
Makes difficult technical decisions;
Handles administrative detail for the Engineering Division;
Responds to questions from the general public including conducting correspondence and
attending meetings.

- Performs related duties and responsibilities as required.
MINIMUM QUA LIFICA TIONS:
Ability
Plan, organize, and supervise the work of the public works program and personnel;
Prepare comprehensive and complex technical reports;
Establish and maintain effective and cooperative working relationships within the
department, with other municipal officials, and with the public;
Comprehend and prepare complex technical reports;
Establish cooperative and effective working relationships with subordinates, employees, City
officials, the general public, and other agencies.

MINIMUM QUALIFICATIONS: (Cont.)
Knowledge of:
· Civil Engineering principles and practices as applied to the field of municipal public works,
including planning and development, design, construction, operations and maintenance;
· Technical, legal, fmancial and public relations problems involved in the conduct of a
municipal public works program;
· Methods of preparing designs, plans, specifications, estimates, reports and recommendations
relating to municipal utilities and proposed public works facilities
EXPERIENCE AND TRAINING GUIDELINES
Any combination equivalent to experience and training that would likely provide the required
knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills
and abilities would be:
Experience:
Five years of increasingly responsible civil engineering experience in municipal or county
government, including two years in a supervisory capacity over professional and sub-
professional engineering personnel.
and
Training:
Equivalent to graduation from an accredited four-year college or university with a degree in
civil engineering or closely related engineering field.
LICENSE:
Must possess a valid certification of registration as a civil engineer issued by the California State
Board of Registration for Civil and Professional Engineers. Possess a valid California Drivers
License issued by the Department of Motor Vehicles..
Special Requirements:
Essential duties require the following physical skills and work environments:
Work in an office and field environment; sustained posture in a seated position for prolonged periods
of time; ability to sit, stand, walk, kneel, crouch, stoop, squat, and climb; exposure to cold, heat,
outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel
to different sites and locations.
