CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING MODIFICATIONS TO JOB
SPECIFICATION FOR DIRECTOR OF ECONOMIC AND
COMMUNITY DEVELOPMENT
WHEREAS, the City has examined the needs of the Economic and Community
Developmem Departmem and concluded it is necessary that the new Director of Economic and
Community Development perform specific technical tasks.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the attached job specifications for Director of Economic and Community
Development are hereby approved.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by

CITY OF SOUTH SAN FRANCISCO
DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOP~f~NT (U)
DEFINITION:
Under direction of the City Manager, directs the staff and programs
of the Department of Economic and Community Development, consisting
of the divisions of Economic Development, Community Development
Block Grant, Planning and Building; does related work as required.
EXAMPLES OF DUTIES:
Plans and directs all activities in connection with industrial,
commercial and residential community development which include
planning and zoning administration, economic development,
redevelopment, transportation and code compliance; directs the
development of policies, procedures, rules and regulations for the
operation of the department; directs the preparation and
administration of the department work program and budget; develops
departmental goals and objectives and, based on priorities, directs
programs and projects to accomplish same; organizes and coordinates
departmental activities with other City departments and outside
agencies to ensure departmental and City goals are achieved;
oversees the selection of departmental personnel; directly
supervises the departmental administrative staff responsible for
Economic and Community Development functions; provides technical
assistance to and attends meetings to the Redevelopment agency;
advises and speaks before the City Council and various community
organizations on both general and technical Economic and Connnunity
Development matters; Perform work assigned on current and long-
range development of business retention projects; work with and
advise the City Manager and members of the City Council on various
economic development activities; develop work programs and
techniques to be followed for the attraction of new business;
support ongoing commercial projects, light industrial and
commercial project development, expanded retail development and
local labor force enhancement programs; work with relevant economic
development groups and organizations at the local, regional, state
and national levels; coordinate economic development strategies for
use of redevelopment funds in redevelopment areas.
MINIMUM OUALIFICATIONS:
KNOWLEDGE OF:
Modern administrative and management principles, practices,
procedures and techniques, particularly as applied to the overall
management of all phases of economic and community development;
overall management of community development issues and planning
law; statistical feasibility analysis methods as applied to
economic and community development projects; land economics; real
estate development practices.

ABILITY TO:
Communicate effectively; solve problems~ respond to tight schedules
and pressures~maintain effective working relationships with policy
makers, administrative personnel, subordinates and general public~
write and present clear, concise and comprehensive reports~
establish objectives and maintain accountability~ properly
interpret and make decisions in accordance with pertinent laws,
rules, regulations, and policies.
~"~ERIENCE
Five (5) years progressively responsible experience in municipal
management and Economic and Community Development, including three
(3) years in a supervisory capacity.
EDUCATION:
A Bachelor's Degree from an accredited college or university with
major coursework in planning, economics, business or public
administration. A Master's Degree in planning, public
administration, business, or a related field is desirable.
LICENSE:
Possession of a valid California Driver's License.
