HomeMy WebLinkAboutReso 68-1995RESOLUTION NO. 68-95 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ESTABLISHING STORMWATERMANAGEMENT SERVICE CHARGES TO PROVIDE REVENUE FOR THE IMPLEMENTATION OF THE STORMWATERMANAGEMENT PLAN FOR FISCAL YEAR 1995-1996 WHEREAS, Municipal Code Chapter 14.04 enables the City to levy charges for the local portion of the San Mateo County Stormwater Management Program; and WHEREAS, notices were published and a public hearing is now required for enactment of the subject stormwater fees; and WHEREAS, funding for the County-wide program will be provided through fees levied by the Flood Control District; and WHEREAS, funding for the local program requires $412,512 and will be provided from the fees collected under a strategy based on a per parcel charge, according to the size of the parcel. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco as follows: A public hearing has been appropriately noticed and conducted. The Council hereby adopts, by a four-fifth (4/5) vote, the following Stormwater Management Service formula for parcel charges for fiscal year 1995-1996. PARCEL SIZE + BASE THRESHOLD (sq. footage) (average sq. ft of single family dwelling) X EDU = ANNT_I~L RATE ~ (per class) FEE The attached Exhibit "B" reflects the per parcel rates for each classification. 3. The fees set forth herein shall be made a part of the Master Fee Schedule. 4. The "Report of Stormwater Management Services Charges for 1995-1996", filed with the City Clerk in accordance with Chapter 14.04 of the Municipal Code, as submitted by the Director of Finance, and attached hereto as Exhibit "A", is hereby adopted, and the charges will be assessed on the City tax rolls and collected with the regular municipal taxes. Pursuant to Chapter 14.04 of the Municipal Code, the charges shall constitute a lien upon the respective parcels of real property in the City of South San Francisco. 5. The City Clerk shall cause a copy of this resolution to be published within fifteen (15) days after passage in the San Mateo Times, a newspaper of general circulation published in the City of South San Francisco, and shall further certify to the County Tax Collector or Auditor that the report was adopted by the Council. Rts ATTEST: 2 EXHIBIT A TO RESOLUTION NO. 68-95 REPORT OF STORMWATER MANAGEMENT SERVICES CHARGES FOR 1995-96 IN ACCORDANCE WITH CHAPTER 14.04 OF THE SOUTH SAN FRANCISCO MUNICIPAL CODE In accordance with Chapter 14.04 of the South San Francisco Municipal Code, the following report is submitted. This report describes the procedure for charging those parcels of real property which receive benefits of stormwater system services, and the amount of the annual charge which will be imposed against each parcel for fiscal year 1995 - 96. 1. Summary ofcharges All single-family residential properties $118,280 All multi-family residential properties (including duplexes) $ 12,371 All commercial/industrial $242,849 Parking lots $ 6,851 Vacant $ 39,592 TOTAL $419,943 This report refers to and incorporates by reference the report entitled "Notice of Proposed City of South San Francisco Stormwater Management Program Rate Structure for Fiscal Year 1995/96 prepared by and on file in the Office of the Public Works Director. That report summarizes the 1995 - 96 charges that will be proposed by the City Council on July 12, 1995. Upon adoption of the proposed charges, or amendments thereto, a report entitled "City of South San Francisco Stormwater System Charges", prepared by Engineering Data Services, Los Altos, California will be completed; it will describe the amount of annual charge imposed against each parcel, by assessor's parcel number, for fiscal year 1995-96. All of these documents, including this report, shall be filed with the county tax collector or auditor. Accompanying the filing of this report shall be the Clerk's endorsement that the report has been duly adopted by the City Council. Dated: July 1, 1995 ~4_~~-~ Michael E.
