CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING EXTENSION OF BART
TO THE SAN FRANCISCO INTERNATIONAL AIRPORT
WHEREAS, in 1987, the voters of San Mateo County approved
Measure K authorizing the extension of the BART system to San
Francisco International Airport; and
WHEREAS, final analysis of alternative alignments and station
locations is nearing completion; and
WHEREAS the anticipated impacts of the BART extension on
affected local communities are severe and require full mitigation;
and
WHEREAS, the extension of BART to San Francisco International
Airport will provide important and significant mitigation of
regional and local traffic congestion impacts; and
WHEREAS, the people of the region are best served by the
extension of BART, directly into the Airport terminal; and
WHEREAS, an internal alignment with BART/CalTrain station
locations in both San Bruno and Millbrae (Alternative VI), as
opposed to a single intermodal station on Airport property west of
U.S. Highway 101, would relieve traffic congestion on U.S. Highway
101 at the entrance/exit to San Francisco International Airport;
and
WHEREAS, it is imperative, consistent with MTC Resolution
1876, that both the extension of BART to the Airport, and the
upgrade and extension of CalTrain to downtown San Francisco, occur
concurrently; and
WHEREAS, San Francisco International Airport has agreed to
provide $120 million for the construction of a multi-modal transit
station on Airport land to mitigate the traffic congestion impacts
of Airport expansion; and
WHEREAS, it is appropriate that the San Francisco
International Airport pay for that part of the extension of BART
serving the Airport; and
WHEREAS, an alignment of BART directly into the Airport
terminal avoids the necessity of extending the automated Light Rail
System across the Bayshore Freeway, saving the Airport
approximately $44 million in construction costs; and
WHEREAS, the funding by the Airport of the added cost of
serving the Airport will facilitate a greater federal funding
commitment, and a corresponding reduction in the funding
requirement of the San Mateo County Transit District for this
project; and
WHEREAS, an increased federal funding commitment will offset
the need of cities most directly impacted by the BART extension to
pay for expensive mitigations such as subway tunnels through
densely populated residential, commercial, and industrial areas, as
well as traffic and circulation mitigations such as widenings of
roadway and other necessary traffic circulation improvements, which
should, in any event, be more properly paid by the Project owners
and San Francisco International Airport.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of SOUTH SAN FRANCISCO as follows:
1. Support the alignment and funding for extension of BART
to San Francisco International Airport as envisioned in Alignment
Alternative VI, and funding Option B; and
2. Urge the City and County of San Francisco and its
Airports Commission, the San Mateo County Transit District, and the
Bay Area Rapid Transit District to:
a. Approve the alignment and funding for extension of
BART which proceeds directly into San Francisco International
Airport, and results in a station inside the Airport terminal, as
presently described in Extension Alternative VI; and
b. Obtain funding for an internal Airport alignment as
outlined in Extension Alternative VI-B, which includes use of the
Airport's $120 million traffic mitigation commitment for
development of a multi-modal transit station inside the Airport
terminal, and provides for full funding of the extension, and all
associated significant impacts, by San Francisco International
Airport, the San Mateo County Transit District, and the federal
government consistent with attached Table C, Option B.

San Francisco at a regular meeting held on the 27th day
