CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION OF THE CITY COUNCIL OF SOUTH SAN
FRANCISCO DESIGNATING THE CONFERENCE CENTER
AUTHORITY AS THE AGENCY RESPONSIBLE FOR ESTABLISHING
PERFORMANCE CRITERIA AND MONITORING PERFORMANCE OF
THE SAN MATEO COUNTY CONVENTION AND VISITORS BUREAU
WHEREAS, upon request of the San Mateo Convention and Visitors Bureau ("Bureau"),
the City Council has annually contributed funds for the promotion of the convention and
visitor industry in San Mateo County; and
WHEREAS, the South San Francisco Conference Center Authority ("Authority") is
composed of members who are dedicated to promoting and who currently promote the
convention and visitor industry within both the County of San Mateo and the City of South
San Francisco; and
WHEREAS, the Authority believes that a coordinated effort to promote convention and
visitors business within the City and County would best serve the needs of the City and
Conference Center; and
WHEREAS, the Authority intends to develop performance criteria and monitor the
performance of the Bureau activities and how they affect the City; and
WHEREAS, the City Council concurs that such a coordinated effort would yield
beneficial results for the City and Center.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco as follows:
1. The South San Francisco Conference Center Authority is hereby designated as
the City's Agent for the development, preparation, establishment and monitoring of
performance criteria for disbursement of funds to the San Mateo Convention and Visitors
Bureau.
2. The Authority shall develop performance criteria for the Bureau and return those
criteria to the City Council for approval before the adoption of the City's Fiscal Year 1994-95
Budget. Thereafter, the criteria shall be reviewed by the City Council on an annual basis.
3. Such criteria shall assure that the needs of the convention and visitors
businesses in South San Francisco are adequately addressed by the Bureau.
4. Once approved by the City Council, the performance criteria shall establish a
base performance level for the disbursement of funds to the Bureau.
5. The Authority shall monitor the performance of the Bureau and report to the
City Council, on a quarterly basis. If the established performance criteria are met, the funds
allocated for the Bureau in the City's Budget shall be automatically disbursed. If the criteria
are not met, the matter of disbursement of funds shall be brought before the City Council for
review.
6. This Resolution shall take affect immediately and shall be implemented for Fiscal
Year 1994-95.
