A~ENDMENT (~RF~ PLAN) ~D M~KING FINDING
REL&TED THERETO
Recitals
1. WHEREAS, the East of 101 Area represents an important
economic resource to the city of South San Francisco. The area
consists of roughly 1700 acres of land in the City east of Highway
101, from the City's northern border with Brisbane to the southern
border adjacent to San Francisco International Airport;
2. WHEREAS, the overall goal of the East of 101 Area Plan
is to recognize the unique character of the East of 101 area and
to guide and regulate development in a manner which protects and
enhances the area's physical, economic, and natural resources,
while also encouraging appropriate development in the area;
3. WHEREAS, the East of 101 Sub-Committee held twelve (12)
meetings to hear public comment on and to discuss the proposed Area
Plan and the Environmental Impact Report (EIR);
4. WHEREAS, the Planning Commission held duly advertised
public hearings (S 65353) on the proposed Area Plan and EIR on
February 17, June 16 and July 7, 1994;
5. WHEREAS, on July 7, 1994, the Planning Commission
approved Planning Commission Resolution No. 2460 recommending that
the City Council adopt General Plan Amendment No. 93-50 approving
the East of 101 Area General Plan Amendment;
6. WHEREAS, on July 14, 1994, the Planning Commission
approved Planning Commission Resolution 2459 recommending that the
City Council adopt General Plan Amendment No. 94-51 revising the
City's Housing Element;
7. WHEREAS, on August 5, 1993, September 8, 1993, October
5, 1993, November 4, 1993, March 9, 1994, April 6, 1994, and on
June 22, 1994, the City Council heard public comments on and
discussed the proposed East of 101Area General Plan Amendment and
whereas on July 27, 1994, the City Council held a duly advertised
public hearing (S 65353) on the proposed East of 101 General Plan
Amendment;

8. WHEREAS, Government Code S 65300 requires every city to
adopt a comprehensive, long-term general plan for the physical
development of the City which bears a reasonable relationship to
the planning and development of the City;
9. WHEREAS, the City has revised it General Plan, as that
plan relates to the East of 101 area, in accordance with state law
and the requirements of the State Office of Planning and Research
General Plan Guidelines;
10. WHEREAS, approval of the Proposed General Plan Amendment,
as identified as the Directed Growth Alternative in the East of 101
Area EIR, has been referred to the entities identified in
Government Code S 65352 and ~ 65919 and whereas these entities had
at least forty-five days to comment on the proposed amendment;
11. WHEREAS, the City Council has by Resolution No. 109-94 ,
adopted prior to this Resolution, amended the Housing Element of
the South San Francisco General Plan;
12. WHEREAS, the revised East of 101 General Plan Amendment
contains the mandatory general plan elements containing goals and
policies for Land Use, Circulation, Conservation, Open Space,
Safety and Noise, as well as Land Use and Circulation diagrams,
background reports, and policy documents;
13. WHEREAS, the proposed East of 101 General Plan Amendment
is internally consistent, as required by Government Code § 65300.5,
both within itself and as it relates to the existing South San
Francisco General Plan;
14. WHEREAS, the Noise Element is consistent with the
guidelines established by the Office of Noise Control in the
California Department of Health Services;
15. WHEREAS, the Airport Land Use Commission has determined
that the East of 101 General Plan Amendment, which is identified
as the "Directed Growth Alternative" specified in the EIR is
consistent with Airport Land Use Plan,
16. WHEREAS, the City Council considered all written and oral
testimony submitted at the public hearing and all written testimony
submitted prior to the public hearing and the recommendation of the
Planning Commission as set forth in Planning Commission Resolutions
2459 and 2460.
17. WHEREAS, On July 27, 1994, the City Council adopted
Resolution No. 106-94 , certifying the Draft EIR and the Final
Environmental Impact'Report ("Final EIR") as adequate and complete.
The Final EIR identified significant adverse environmental impacts
which can be mitigated to a level of insignificance through changes
or alterations in the project. Therefore, pursuant to CEQA,

findings adopting the changes or alterations are required and are
contained in this resolution. Some of the significant impacts
cannot be mitigated to a level of insignificance and a statement
of overriding considerations was therefore required pursuant to
CEQA and is also contained in this resolution. The City Council
adopted a Statement of Overriding Considerations (Resolution No.
107 ) and a Mitigation and Monitoring Plan (Resolution No. ]~ ).
NOW, THEREFORE, the City Council of the City of South San
Francisco does hereby resolve:
1. The East of 101 General Plan Amendment, dated June 1994,
and as amended by the City Council on July 27, 1994 is hereby
adopted.
2. The City Council does hereby direct the Staff to edit,
format, and print the up-to-date Dublin General Plan with all City
Council approved revisions and without any other substantive
changes.
3. The City Council does hereby direct the Staff to file a
Notice of Determination for the East of 101 Area General Plan
Amendment Final Environmental Impact Report.
4. The City Council does hereby direct the City Clerk to
make available to the public, within one working day of the date
of adoption of this resolution, copies of this resolution
(including all Exhibits) and the East of 101 Area General Plan
Amendment, dated June, 1994, as amended.

5. This resolution shall become effective thirty (30) days
from the date of passage.

I hereby certify that the foregoing resolution was adopted by the
city Council of the City of South San Francisco at the regular
meeting held on the 27th day of July 1994, by the following vote:
