A RESOLUTION AMENDING THE CITY OF SOUTH SAN
FRANCISCO'S MANAGEMENT AND CONFIDENTIAL GROUP
COMPENSATION PLANS
BE IT RESOLVED by the City Council of the City of South San
Francisco, that the Management and Confidential Group
Compensation Plan is hereby amended as noted in attachment "A"
and as follows:
Add the following Management and Confidential position:
Position Added:
Solid Waste Coordinator
Communications & Technical Services Mgr.
Position Deleted: Communications Systems Manager
BE IT FURTHER RESOLVED by the City Council of the City of
South San Francisco that the classifications of Solid Waste
Coordinator and Communications and Technical Services Manager are
established as set forth in the attached Job Specifications.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South
San Francisco at a re§u]ar meeting held on the 14th day of
September , 1994 by the following vote.

SOLID WASTE COORDINATOR
DEFINITION
Works under the policy guidance and direction of the Director of Public Works/City
Engineer. Incumbent is responsible for the coordination, development and implementation of
the solid and household baTzrdous waste programs as set out in the cities Source Reduction
and Recycling Element and Household Hazardous Waste Element.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Working and coordinating with cities' staff, South San Francisco Scavenger, Inc., the County
of San Mateo, other cities in the County and/or any regional or sub-regional municipal
organizations constituted to address solid and/or household b~z~rdous waste, direct, condu~,
monitor, evaluate and coordinate, as appropriate, the development and implementation of
solid and household hazardous waste programs as set out in the Cities' Source Reduction and
Recycling Element and Household Hazardous Waste Element, or otherwise needed, to
achieve the goals and requirements of the California lmegrated Waster Management Act, as
it may be amended from time to time. Represents cities on committees, task forces, and the
like at local and regional levels. In coordination of cities' staffs, develops action plans for
each city setting out goals, actions, responsibilities and schedule for developing and
implementing each City's SRRE and HHWE. Conducts, directs, monitors, evaluates and/or
coordinates the execution of such action plans. Coordinate the local implementation of any
regional programs with the regional entity and each city. Tracks and evaluates, or causes to
be tracked and evaluated, progress of program activities and results, and in particular
progress towards achieving goals manda~ by the California Integrated Waste Managemem
Act. In coordination with cities' staffs maintain and update, as needed, each city's SRRE
and I-IHWE. Work to achieve economies of scale and effort by developing programs that
can concurrently satisfy the needs of all the cities. Supervise and manage staff as may be
assigned on a permanent basis or temporarily from tim~ to time. Contact and work directly
with business, schools, multifamily residential complexes and a variety of resource
organizations to accomplish the development and implementation of programs. Maintain
appropriate management systems and repons to effect program development, evaluation, and
reporting. Prepare and make staff repons to the City Councils of the cities occasionally to
report program status and/or make program recommendations. Maintain currency with the
state of technology, laws and regulations relative to managing and operating solid and
household hazardous waste programs. Coordinate input to the County Integrated Solid Waste
Management Plan. In coordination with cities' staff, develop, monitor and maintain budgets
for all programs. Prepare RFP's, select and administer consultant contracts as needed.
Assist cities in the management of their Franchise Agreements as related to programs under
the purview of the SWC. Within assigned authorities, enforce Franchise Agreements by
appropriate recommendations and/or action.

Knowledge of:
Principles and practices of solid waste management; Contract
management; Laws and regulations regarding solid and household
ba?~ardous wastes; Budget development and management.
Effectively communicate and coordinate with City Councils, other
agencies' officials, staff, and the public; Develop and evaluate
alternative courses of action, and to recommend appropriate solutions to
issues; Understand technical and legal documems; Write clear and
understandable reports; Analyze regulations and reports, interpret
impacts, and give constructive criticism; Make oral presentations to a
wide variety of groups.
EXPERIENCE AND TRAINING GUIDELINES
Any combination equivalent to experience and training that would provide the required
knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge,
skills and abilities would be:
F~perience:
Three years of solid waste management and planning, including at least
one year at a supervisory/leadership level. Active participation in
related professional organizations.
Equivalent to the completion of a Bachelor's Degree in environmental
studies, or engineering, or public or business administration.
Possession of a valid, appropriate California Driver's License issued by
the State Department of Motor Vehicles.
WORKING CONDI]7ONS
Work in an office and field environment; sustained posture in a seated position for prolonged
periods of time. May work in an industrial waste environment; lifting, stooping, exposure to
industrial waste materials.

COMMUNICATIONS AND TECHNICAL SERVICES MANAGER
DEFINITION
Under the direction of the Services Division Commander of the Police Department, manages,
coordinates and directs the operations of the Communications Bureau.
DISTINGUISHING CHARACTERISTICS
The Communications and Technical Services Manager is a civilian within the Police
Department who is responsible for the efficient operation of the Communications Bureau.
The Manager is responsible for managing and planning operations of the public safety
dispatch center (Police, Fire and ambulance) and coordinating the Department's system of
information management. The Communications Bureau is also responsible for the
installation, maintenance and replacement of all City radio systems, as well as the
maintenance of the City's telephone and alarm systems.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Services Division Comm~nder within the Police
Department. The Manager exercises direct supervision over technical staff alld dispatch
ESSENTIAL AND RELATED FUNCTION STATEMENTS
Essential and other important responsibilities and duties include, but are not limited to thc
following:
Managing, directing, and organizing the activities of the Communications Bureau.
Developing and implementing Bureau goals, objectives, policies and procedures to
ensure optimum use of the City's emergency communications system.
Managing organizational and technical changes which impact the Communications
Bureau and the Department's system of information management.
Preparing and administering the Communications Bureau budget.
Directing the procurement and development of all facilities, equipment and systems
necessary for effective, efficient, and economical telecommunications and information
management services.
- Assuring, through the use of outside contractors and~or City resources, prompt and
effective remedial and preventative maintenance of all communications systems and
equipment.
- Coordinating the operation of the Communications Bureau with all servicing agencies.
- Assigning, motivating and evaluating technical and supervisory staff.
- Conducting personnel investigations, investigating complaints, and recommending
disciplinary actions.
Maintaining thorough and accurate logs, audio recordings, and records of all
Communications operations and provide summaries to Fire and Police management
and other departments as necessary.
Answering complaints and inquiries concerning the activities of the Communications
Bureau.

MINIMUM ~2UA I. IFICA TIONS
Ability to:
- Plan, organize, direct and coordinate the activities of a public safety emergency
communications dispatch center.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain cooperative working relationships with City officials, other
governmental agencies, departmental personnel, citizens and the public.
- Supervise, train and evaluate employees.
- Identify, coordinate and resolve a wide variety of issues related to Police and Fire
emergency dispatch operations.
- Delegate authority and responsibility, and schedule work on a long-term basis.
- Interpret and apply effectively the roles and regulations of the Federal
Communications Commission.
Knowledge of:
- Police and Fire automated information systems.
Current trends and issues related to the current telecommunications industry.
- Theories, principles, and practices of emergency communication.
- Principles and techniques of supervision and personnel management.
- Operational requirements of Police and Fire agencies.
- FCC regulations and requirements.
- Pertinent local, State, and Federal laws, rules and regulations.
EXPERIENCE AND TRAINING GUIDELINES

Recommended:
Training and experience equivalent to a Bachelor's Degree from an accredited college or
university with major course work in telecommunications, business ~dministrafion or closely
related field, and three years of increasingly responsible experience in Emergency
Communication, some of which must include management experience.
Desirable:
Experience with the use and management of the Tiburon Record Management and Computer
Aided Dispatch Systems. Experience with the UNIX operating system.
WORKING CONDITIONS
Must be available nights, weekends, and holidays, as needed.
