CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING JOB SPECIFICATIONS
AND AMENDING THE CITY OF SOUTH FRANCISCO'S
MANAGEMENT AND CONFIDENTIAL GROUP AND AFSCME
UNIT COMPENSATION PLANS
BE IT RESOLVED, by the City Council of the City of South San
Francisco that the Management and Confidential Group and AFSCME
bargaining unit Compensation Plans are hereby amended as noted in
attachment "A" and as follows:
Add the following Management and Confidential position:
Position added:
Permit Processing Coordinator.
Add the following to the AFSCME bargaining unit:
Position added:
Revenue Technician.
BE IT FURTHER RESOLVED by the City Council of the City of
South San Francisco that the classifications of Permit Processing
Coordinator and Revenue Technician are established as set forth in
the attached job specifications.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a regular meeting held on the 9th day of
November , 1994 by the following vote:

PERMIT PROCESSING COORDINATOR
DEFINITION
Under the General Direction of the City Manager or the City Manager's designee, shall provide
coordination of all projects from pre-application screening, through the approval process, and
into follow-up and enforcement of Permit Conditions; does related work as required.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTI~
Review project application for overall conformance with adopted development policy
such as General Plan, Zoning Ordinance, and Design Guidelines; the focus of which is
on projects, rather than permits.
Act as an ombudsman working with the applicant in assisting his/her application through
the entitlement, plan check process, and final occupancy permit inspections.
3. Provide applicants of public a direct and personal link with the permit process.
Provide supervision of the permit process, including monitoring and assisting with public
counter activity.
Evaluate, recommend and implement methods to improve existing systems, such as
handling complaints, issuing permits and collecting and recording fees.

Coordinate with other departments/divisions plan review for development approval and
respond to engineer(s), contractor(s) architects(s), and the public on matters pertaining
to code requirements, permits issued and office policies and procedures.
Monitor the functions of Division Public Relations by preparing regular evaluation
surveys of the public regarding the permit processing and entitlement processing.

Direct applications to their appropriate department for review in instances of complex,
multi-permit projects where over-the-counter permit issuance is not applicable

Knowledge of:
Computers
Planning and building entitlement and permit processing application and enforcement of
building and construction codes and regulations.
Ability to:
Work well with others
Work across Division and Department lines with Engineers, Planners, Building Division,
Police and Fire Department staff involved in the permit process.
Read and interpret plans and designs.
Exercise sound judgement in the interpretation and enforcement of building and zoning
codes.
Establish effective working relationships with deparmaental personnel.
Relate to the general public in a fair and courteous manner.
Experience and Trainimz Guidelines:
Any combination equivalent to experience and training that would provide the required
knowledge, skills and abilities would be qualifying. A typical way to obtain the
knowledge, skills and abilities would be:
Experience:
Equivalent to the completion of a Bachelor's degree in city planning, business,
economics, public administration or a related field.
Training:
Three years experience with a Planning deparunent, Community Development
department, Building, Engineering or a related field.

Possession of, or ability to obtain, an appropriate, valid driver's license.

REVENUE TECHNICIAN
DEFINI~ON
Under general supervision, monitors revenue accounts; enforces revenue producing ordinances
and resolutions and investigates non-compliance; assists in revenue projections, audits; pursues
new sources of revenues; coordinates collection of outstanding accounts receivable; prepares
financial and statistical tables; performs related duties as required.

Conduct field investigations and audits records, using established procedures, of those making
payments of revenues derived from City codes, laws and ordinances such as business license and
transient occupany tax.
Review and analyze the receipt of various revenues including sales ~x, property tax, transient
occupancy tax and various revenues received from governmental agencies.
3. Prepare routine statistical reports.
Pursue collection of delinquent payments directly, through use of collection agencies and small
claims court.
5. Coordinate the annual billing and receipting of business license renewals.
6. Aggressively seek to increase revenues through collection of outstanding accounts receivable.
Pursue and follow up on new sources of revenue and improved methods of enhancing cash flows
for the City.
