HomeMy WebLinkAboutReso 134-1993 RESOLUTION NO. 134-93 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE MANAGEMENT AND CONFIDENTIAL EMPLOYEE COMPENSATION PROGRAM BiE IT RESOLVED by the City Council of the City of South San Francisco that the Management and Confidential Employee Compensation Program dated July 1, 1990 through June 30, 1993 is amended as set forth in Exhibit "A". All provisions not modified shall remain in full force and effect through June 30, 1994. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 10th day of November , 1993 by the following vote: AYES: Councilmembers Joseph A. Fernekes, John R. Penna, Robert Yee, and Mayor Roberta Cerri Teglia NOES: Councilmember Jack Drago ABSTAIN: None ABSENT: None city Clerk EXHIBIT A TO RESOLUTION NO. 134-93 City of South San Francisco Management and Confidential Employee Compensation Program July 1, 1993 through June 30, 1994 The following revisions when incorporated into the existing Management and Confidential Employee Compensation Program sets forth those salaries, benefits, terms and conditions of employment which shall be in effect for the period July 1, 1993 through June 30, 1994 and continuing thereafter unless modified by the City Council. II. SALARIES A. Salary Rates Effective with the pay period including October 1, 1993, the salary schedule for all Management and Confidential employees shall be increased by one and one-half percent (1.5%). III. RETIREMENT BENEFITS B. Employee's Contributions to Retirement System This section is expanded to include a new sub-section 1. which will apply to all Management and Confidential employees: 1. Optional Provisions Added (a) Military Service Credit as Public Service as authorized by Section 20930.3 of the Government Code. IX. VACATION LEAVE c. Vacation Leave Conversion to Cash Effective October 1, 1993, after using an amount equal to one half of the employees annual accumulation, an employee may elect to be compensated in cash for unused vacation leave, up to a maximum of forty-eight (48) hours per calendar year. XXIV. DEPENDENT CARE ASSISTANCE PROGRAM Effective October 1, 1993, the City will expand the existing IRS Section 125 Plan for Dependent Care Assistance to include non-reimbursed medical expenses. In additSon to the revisions stated previously, the City has agreed ir principle to the following and will make a good faith effort or behalf of the Management and Confidential Group to secure the new benefit noted: EXHIBIT "A" - I of 2 pages IRS TAX EXEMPTION The city will request a letter ruling from the Internal Revenue Service granting a deferral from federal withholding taxes of the employees' contributions to PERS. In order to obtain this deferral the parties agree that the City will pick up the employee's contribution to PERS for those members of the Management and Confidential Employee Group who elect or, a one-time irrevocable basis to participate in the pick- up program. COMPACTION - SIDE LETTER The City agrees to undertake a study of the issues related to compaction of pay differentials between Management and Confidential positions and non-management subordinate positions, and the impacts such compaction issues have on affected Management and Confidential salary rates. The compaction study, to be coordinated by the Personnel Department, will be concluded and the results reviewed with the City Council by March 30, 1994 in preparation for commencing fiscal year 1994-95 negotiations. HEALTH BENEFITS - SIDE LETTER The City agrees to convene a Health Benefits Task Force to be coordinated by the Personnel Department, and involving members of the Management and Confidential Employee Group to review the existing health insurance programs as well as to explore alternative plans offering more comprehensive, cost effective coverage.
