HomeMy WebLinkAboutReso 140-1993RESOLUTION NO. 140-93 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REVISING SCAVENGER RATES AND CHARGES WHEREAS, the City has entered into an Agreement for the Collection and Disposal of Solid Waste Refuse in the City of South San Francisco with the South San Francisco Scavenger Company ("Company") which provides for the adjustment of rates and charges; and WHEREAS, the South San Francisco Scavenger Company has presented financial information supporting the adjustment of rates as provided in said Agreement; and WHEREAS, the City has conducted a review of this information to establish the necessity of an adjustment of the rates and charges; and WHEREAS, on October 27, 1993, November 10, and December 8, 1993, the City Council of the City of South San Francisco held a public hearing as required by Municipal Code Section 8.16.440A revising scavenger rates and charges; and WHEREAS, after all evidence presented at the public hearing the City Council finds that it is reasonable to revise the rates to reflect nhe operating costs of the Scavenger Company. NOW THEREFORE, BE IT RESOLVED by the city Council of the City of South San Francisco: 1) it hereby approves the revised scavenger rates and charges shown on Exhibit "A" which is attached hereto and incorporated herein. These new rates shall be effective November 1, 1993. 2) Staff is directed to perform an analysis of the profitability of Blue Line Transfer, Inc. ("BLT") and Company shall provide financial projections for BLT for the 1993, 1994 and 1995 fiscal years for use in this analysis. Adjustments to disposal costs deemed appropriate as a result of this analysis shall be considered as part of the balancing account. 3) Staff is authorized to seek proposals for a performance review of Company operations and for a costs of service analysis. 4) Company is directed to measure tonnage from City's annual clean-up and to inventory and estimate cost of services provided to City so that such information shall be available for future rate reviews. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a re§u]ar meeting held on the 8th day of December , 1993 by the following vote.
