CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING AND AUTHORIZING THE
SUBMITTAL OF THE STATEMENT OF OBJECTIVES
AND PROJECTED USE OF COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS FOR FISCAL YEAR 1993-94
WHEREAS, in order to secure Community Development Block Grant
Funds from the Department of Housing and Urban Development it is
necessary to submit a Statement of Objectives and Projected Use of
Community Development Block Grant Funds for Fiscal Year 1993-94.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Soutk San Francisco that it hereby approves the Statement of
Objectives and Projected Use of Community Development Block Grant
Funds for Fiscal Year 1993-94 and that the City Manager is
authorized and directed to submit the Statement of Objectives and
Projected Use of Funds to the Department of Housing and Urban
Development, along with any additional information required and to
execute all documents necessary to secure and award Community
Development Grant Funds for the City of South San Francisco.
BE IT FURTHER RESOLVED that the funding levels for the
programs specifically identified in the Statement of Objectives and
Projected Use of Community Development Block Grant Funds and
funding allocations for FisCal Year 1993-94 are hereby approved
attached as Exhibit "A".
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a requ]ar meeting held on the 12th day of
~ay , 1993 by the following vote:

USE OF COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDS FOR FISCAL YEAR 1993-94

STATEMENT OF OBJECTIVES
The City of South San Francisco enters into its 9th year as
an Entitlement Community in the Federal Community
Development Block Grant Program with $600,000 in new
entitlement funds available for Fiscal Year 1993-94.
In addition, there is $35,007 available from the prior
year's program income, making a total of $645,007 available
for the 1993-94 program year.
The City of South San Francisco Community Development Block
Grant Plan for 1993-94 contains four basic objectives. The
projects contained in this Statement address all of these
objectives as follows:
Improve living environment and housing quality in
residential neighborhoods through the rehabilitation
of single-family owner-occupied homes and rental
housing units.
Improve business climate and the attractiveness of
older buildings in Downtwon area through a commercial
rehabilitation program.
Assist in the provision of social services to low and
moderate-income persons.
4. Promote equal housing opportunity.
Tke following section outlines the projects proposed to be
i~plemented with 1993-94 funds. All projects meet the
national objective of benefiting low and moderate income
persons. All proposed activities address at least one of
tke City's objectives.
USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL
YEAR 1993-94.
Housing Rehabilitation - $187,185 - Downtown Target Area and
Citywide - Objective #1
Tkis project will continue the City's housing rehabilitation
program, and enable the City to utilize not only CDBG funds,
but funds from the HUD Rental Rehabilitation Program and new
HOME funding in its rehabilitation efforts. Primary
consideration for rehabilitation assistance is given to
residents of the City's Downtown Target Area, with secondary
consideration going to residents of other areas of the City.
Downtown Commercial Rehabilitation - $160,000 - Downtown
Target Area - Objective #2
This program will provide an increased level of funding for
rehabilitation of commercial buildings in the downtown
target area.
Senior Day Care - $26,830 - Citywide - Objective #3
Funds will be used for the provision of day care services to
primarily lower-income senior citizens. The Senior Day Care
Program, operated by the City, provides social, educational,
and recreational activities for frail or chronically
inpaired seniors.
Neighborhood Services Center - $15,000 - Citvwide -
Objective #3
Tke North Peninsula Neighborhood Services Center will
receive funds for the provision of social services,
including emergency financial assistance, emergency food and
lodging, crisis intervention, and employment and housing
services.
Friends to Parents - $9,000 - Citywide - Objective #3
Tkese funds will be used for the provision of day care
services to infants and pre-school children at the childcare
center operated by Friends to Parents.
Center for Independence of the Disabled (Social Services) -
$2,000 - Citywide - Objective #3
Tkese funds will be used for social services for disabled
persons, including counseling, the development of
independent living skills, and homecare/respite assistance.
Project REACH - $8,000 - Citywide - Objective #3
Tkis project will provide afterschool recreational services
to disabled children.
Project Read - $5,000 - Citywide - Objective #3
These funds will provide individual tutors to teach
community residents to read.
Second Harvest Food Bank-Operation Brown Bag - $5,000 -
Citywide - Objective #3
This program will provide weekly grocery bags to
approximately 300 seniors each week.
La Raza Centro Legal - $5,000 - Downtown Target Area -
Objective #3
This agency will provide legal counseling and advocacy to
predominantly Spanish-speaking residents.
Project Sentinel (Fair Housing Services) - $6,000 - Citywide
- Objective #4
These funds will be utilized to provide fair housing
information and mediation services to residents of South San
Francisco, investigate complaints of housing discrimination
of all types, and provide fair housing education services to
landlords and tenants.
John's Closet
- Objective #3
-$2,000 - Citywide
Funding is allocated to provide new clothing to low income
children, ages four to seventeen, from South San Francisco.
City Sponsored Child Care Services -$6,000
-Citywide - Objective #3
Funds will be provided to augment City sponsored Child Care
Services through the established Park and Recreation
Programs.
Center for Independence of the Disabled (Housing
Accessibility Modifications) - $13,000 - Citywide -
Objective #1
This project provides housing accessibility modifications
(grab bars, railings, ramps, etc.) in the homes of
handicapped persons.
SenLor Home Repair Program - $9,502 - Citywide - Objective
This project funds a minor home repair service for seniors.
Specific services include plumbing, electrical, painting,
carpentry, roof repairs, and masonry work. Fees will be
charged on a sliding scale dependent upon the income of the
client.
Neighborhood Services Center - House Helpers - $20,000 -
Downtown Target Area - Objective #1
This agency will implement a minor home repair program for
low-income residents and will operate in conjunction with a
neighborhood weatherization program.
North Peninsula Neighborhood Services Center - $7,500
-Downtown Target Area - Objective #3
Tkese funds will provide a match to other funding secured by
tke Agency to construct a restroom which meets the Americans
with Disabilities Act (ADA) standards.
Poplar Center - $8,000
-Citywide - Objective #3
Tkese funds would augment other sources of funding secured
by the Agency to make accessibility renovations to their
facility, bringing it into compliance with ADA standards.
Friends to Parents - $30,000
- Citywide - Objective #3
Funds will be earmarked for the Agency to assist with their
required relocation from the current site, contingent upon
on their finding a City approved site and securing the
necessary permits.
Program Manaqement - $120,000
Tkese funds will be utilized for the overall operations and
administration of the CDBG Housing and Commercial
Rehabilitation Programs, Monitoring of Social Service
Aqencies, and other federal programs such as, Rental
Rehabilitation and the HOME Program.
