CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING AN AMENDMENT
TO THE GENERAL PLAN GP-93-47
WHEREAS, over the past several months, City staff has
undertaken the process of preparing an amendment to the City of
South San Francisco General Plan (the "General Plan Amendment"), a
copy of which is attached hereto and by this reference incorporated
herein. The purpose of the proposed General Plan Amendment is to
clarify provisions of the City of South San Francisco General Plan,
as suck General Plan provisions relate to the proposed
Redevelopment Plan for the E1 Camino Corridor Redevelopment
Project; and
WHEREAS, the City Council, as Lead Agency under the California
Environmental Quality Act has prepared and, on February 1, 1993,
circulated for review a proposed Environmental Impact Report
("EIR") prepared for the proposed General Plan Amendment; and
WHEREAS, pursuant to Government Code Section 65353, on May 6,
1993, the South San Francisco Planning Commission held a public
hearing, duly noticed pursuant to Government Code Section 65090, to
receive public comment on the proposed General Plan Amendment and
the EIR prepared therefor; and
WHEREAS, on May 6, 1993, the Planning Commission adopted
Resolution No. 2450 recommending to the City Council adoption of
the General Plan Amendment; and
WHEREAS, the City council has reviewed and considered the
proposed General Plan Amendment, the EIR prepared therefor, and the
Planning Commission recommendation thereon; and
WHEREAS, on May 26, 1993, the City Council conducted a duly
noticed public hearing on the proposed General Plan Amendment and
proposed EIR prepared therefor in accordance with Government Code
Section ~5090 and 65355; and
WHEREAS, by resolution of the city Council, the City Council
has certified that the EIR has been completed in compliance with
the California Environmental Quality Act and the State EIR
Guidelines; has determined that the EIR adequately addresses the
environmental issues of the proposed General Plan Amendment; and
has certified that the City Council and Agency have reviewed and
considered the information contained in the EIR in connection with
consideration of adoption of the proposed General Plan Amendment.
The resolution also identifies the significant effects of the
proposed General Plan Amendment, adopts mitigation measures and
monitoring programs therefor, and makes certain findings and
statements in compliance with Sections 15091, 15092, and 15093 of
the State EIR Guidelines.
NOW, THEREFORE, BE IT RESOLVED that in considering adoption of
the proposed General Plan Amendment, the City Council has
considered the proposed EIR, the Initial Study prepared for the
proposed EIR, all comments received during the public review
process on the proposed EIR, as well as all comments received by
the Planning Commission at its public hearing on the EIR and the
General Plan Amendment held on May 6, 1993 and by the city Council
at its p'ablic hearing held on May 26, 1993.
BE IT FURTHER RESOLVED that in considering adoption of the
proposed General Plan Amendment, the City Council has considered
the recommendation and findings of the Planning Commission,
including the public testimony heard by the Planning Commission.
BE IT FURTHER RESOLVED that the City Council hereby approves
and adopts General Plan Amendment GP-93-47 as more fully set forth
herein on the attached Exhibit "A" and directs that the General
Plan Amendment be incorporated into the City of South San Francisco
General Plan.

introduced and adopted by the City Council of the City of South San
Francisco at a requ]ar meeting held on the 9th day of
