CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION FINDING AND DETERMINING THE
NEED FOR CHANGES OR MODIFICATIONS TO THE
UNIFORM BUILDING CODE AND UNIFORM BUILDING
CODE STANDARDS. 1991 EDITION
WHEREAS, Section 17958 of the Health & Safety Code requires
the adoption by the City of South San Francisco of regulations
imposing the requirements of certain uniform industry codes as
specified in Health & Safety Code §17922; and
WHEREAS, Health & Safety Code §17958.5 permits a city to make
such changes or modifications to the uniform codes as deemed
reasonable because of local climatic, geological, or topographical
conditions; and
WHEREAS, Government Code §50022.4 provides that when a code is
adopted by reference, penalty clauses are not deemed adopted by
reference but may be enacted only if set forth in full in the
adopting ordinance.
NOW, THEREFORE, BE IT RESOLVED by the city Council of the City
of Soutk San Francisco that pursuant to the requirements of Health
& Safety Code §17958.7 and Government Code §50022.4, the City
Council finds and determines there is a need to adopt the following
changes or modifications to the Uniform Building Code 1991 Edition,
(Municipal Code Chapter 15.08) by reason of local conditions:
1. Administrative Changes.
Section 205, Violations, is restated and Section 206,
Penalties, is added in light of Government Code §50022.4
to conform with other Municipal Code provisions. Section
307, Certificate of Occupancy is modified to reflect
local processing procedures. Similarly, Appendix Section
7017, Liability, is added to tie in with provisions of
the California Health and Safety Code. These changes are
administrative rather than technical in nature.
2. Climatic, Geological, and Topographical Changes.

Modifications are made to section 2623 Minimum Slab
Thickness, in an attempt to better prevent leakage
and dampness due to the City's frequently wet and
windy climate. The most significant change is that
requiring a waterproof membrane under the slab
floor.

Grading and drainage requirements, as found in
Sections 2905 and 2907, Foundation Investigation,
Footings and Appendix Section 7002 through 7016,
Excavation and Grading are expanded due to geologic
and topographical considerations, including clay
strata, hilly terrain, and proximity of the San
Andreas Fault, are necessary to reduce exposure to
hazards and to keep and maintain property in a safe
condition.
c. Matters Not Addressed in Uniform Building Code.
Since the Uniform Building Code does not address
moving buildings, a provision identified as Section
104(e) has been added, since the relocation of
buildings requires special attention.
d. Uniform Building Code Provisions Deleted.
Appendix Chapter 12 is an alternative to Chapter
12, both dealing with Group R-Division Occupancies,
and is therefore deleted to avoid confusion. The
provisions of Appendix Chapter 51, Elevators,
Dumbwaiters, Escalators and Moving Walks are
superseded by State Law and therefore are deleted.
The fee provisions in Appendix Table 70-A and Table
70-B are more appropriately covered in the City's
master fee schedule.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed
to cause a copy of this resolution, together with the ordinance
making the changes or modifications to the Uniform Building Code
and Uniform Building Code Standards, 1991 Editions, to be filed
with the State Department of Housing and Community Development.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a regular meeting held on the 22nd day of
