PRESENTATIONS
• Fire Prevention Month Poster Contest Winners.
Fire Captain Mann explained Fire Prevention week was in commemoration of the Great
Chicago Fire and Peshtigo Fires that occurred in 1871. This year's theme was "Smoke
Alarms: A Sound You Can. Live With." Cpt. Mann spoke an the importance of having an
operable smoke detector in the home and quoted several statistics on the number of lives
smoke detectors have saved since the 1970's. This year's Fire Prevention program
presented in local schools educated over 4000 children on fire safety items like practicing
911 calls, kitchen safety, fire escape plans and what to do incase clothing catches on fire.
Safety Inspector Orque advised this year's poster contest had over 500 entries. The 12 that
best promoted the theme of making sure fire alarms work were chosen for awards.
Poster winners were announced as follows: Kindergarten: 'Tobey Do of Ponderosa
and Brooklyn Cansino of St. Veronica's, First Grade: Matthew Nguyen of Monte
Verde and Sterling Damonte of St. Veronica's, Second Grade;: Adan Rosales-Andrade of
Spruce and Leanna Sharma of Buri Buri, Third Grade: Noah :Rauch of All Souls and Lesley
Sanchez of Buri Buri, Fourth Grade: Luigi Lopez of Sunshine Gardens and Evangeline
Santos of Martin School, and Fifth Grade: Alejandro Guzman of Martin School and Andrea
Zarate of Los Cerritos.
Councilwoman Matsumoto reported hearing the news that srrioke detectors as we know
them are becoming obsolete and improved models will be on the market soon.
Fire Chief White noted smoke detectors had changed quite a bit throughout the years.
Common detectors had proven. to be ineffective in waking young children and some now
had features allowing parents to record a message that would play as opposed. to a beep.
Other types included a light feature and/or a carbon monoxide detection feature. Further
information would be available on the Fire Department's website.
AGENDA REVIEW
Item No. 3 under Items from Council was unnecessary as the meeting the item pertained to
had already occurred.
PUBLIC COMMENTS
South San Francisco High School's Band Director, Ben Latham, invited Council and
residents to attend a Veteran's Day concert at the SSFHS auditorium. He also invited the
public to the annual Bell Game on Saturday against El Camino High School and the
Annual Winter Concert on December 7. He noted the Warrior Pride band was invited to
march in the Annual Independence Day Parade in Washington DC for the upcoming Fourth
of July after being nominated by Congresswoman Speier. Fundraising was currently
underway.
Councilman Gonzalez asked if there was a number to call to make donations. Mr.
Latham stated he could be reached at the High School at (650) 877-8754, band room
extension 6602.
Councilwoman Matsumoto requested the fundraising target. Mr. Latham stated $1400 per
student, which would cover airfare, hotel accommodations, two (2) meals per day and. entry
into two (2) museums. 85 students and a dozen chaperons where slated to attend.
Resident Elizabeth Nisperos stated she was there to fulfill a classroom assignment for the
Mayor, who had dropped in on a calligraphy class. She provided Council. and staff with
calligraphy bookmarks she had made, depicting writing and symbols with various
meanings. Secondly, she was there to promote Locks of Love, anon-profit organization
that provides wigs to individuals who have been afflicted with medical illness and suffered
hair loss as a result. Please visit www.LocksofLove.or~ for more information. Lastly, she
wanted to promote blood donation noting one could donate up to six (6) times in one (l )
year and make a huge difference in someone's life.

Councilmembers reported on participation in community meetings and events including the
Hope Interagency Council meeting, a Cultural Arts Commission exhibit, the Grand Re-
opening of the Bronstein's Music Store, a Focus Forum at the Municipal Transportation
Commission and a High Speed Rail Meeting. Specific items for further action and/or
consideration were set forth as follows:
Councilwoman Matsumoto thanked residents for passing the School Bond, which would
greatly benefit the School District and local schools. She also reported on citizen

complaints regarding lack of parking due to the presence of police training vehicles in the
parking lot at the Municipal Services Building
Councilman Garbarino requested that the meeting be adjourned in honor of Steven A.
Vina.
Mayor Addiego noted that several of the Cities at the forefront of the High Speed Rail
debate did not participate in the meetings with Congresswomen Eshoo &Speier regarding
the impact of High Speed Rail He opined the presence of all players was important to the
discussion.
Councilmembers congratulated Councilman Garbarino for his selection as the South San
Francisco Italian American Citizen's Club's Person of the Year.

CONSENT CALENDAR
1. Motion to approve the minutes of October 20, 2010 and October 27, 2010.
2. Motion to approve expense claims of November 10, 2010.
3. Motion to cancel the Regular Meeting of December 22, 2010 due to proximity to
holiday.
4. Resolution No. 97-2010 authorizing the City Manager to execute a revocable license
agreement with CFS 2907 San Francisco LLC on a City owned property located
adjacent to San Mateo Avenue, South San Francisco.
5. Resolution No. 98-2010 authorizing the acceptance of $2,500 in donations for
computer and telephone equipment in the DUI and Tactical Command Center Trailer
and amending the Police Department's 2010/2011 operating budget.
6. Petition to Annex into Parking District 1 423 Baden. Avenue (Assessor's Parcel No.
012-322-210) Applicant: Maria Isabel Seyd (Hawaiian Cultural Center) Case No:
P10-0026, PPCA10-0001.
Motion -Councilman Garbarino /Second -Councilman Gonzalez: to approve consent
calendar item numbers 1 through 5. Unanimously approved by voice vote.
Item 6: City Planner Kalkin explained there had been two (2;- annexations over the past 10
years. No annexation fee had been levied since the District was established. To address
concerns about maintaining revenues for the District, staff believed options outside of
annexation fees might be more broadly applied. The current zoning code and general plan

had policies directing staff to look into these more substantially in the future.
Councilman Gonzalez noted there was a member of the organization occupying the
affected property, the Hawaiian Cultural Center, present in the audience. Kavika Alficchi
introduced himself as a teacher at the Center, which is one of only two located on the
Mainland.
Motion -Councilman Gonzalez/Second -Councilman Garbarino: to accept the Parking
Place Commission's recommendation to annex into Parking District 1 423 Baden Avenue
(Assessor's Parcel No. 012-322-210). Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
7. Resolution authorizing an increase in the penalty for parking violations within the
City of South San Francisco to cover an additional State fee increase from the Budget
Act of 2010 (SB857).
Chief of Police Massoni presented the staff report recommending that the City Council
adopt a resolution authorizing an increase of $3.00 in the penalty for each parking citation
within the City. The Chief was recommending this increase due the recent passage of the
State Budget. As part of the Budget's adoption, the state would be collecting an additional
$3.00 from the revenue cities within California generate by the issuance of parking
citations. The Chief estimated this would negatively impact the City's budget by roughly
$75,000/year.
Vice Mayor Mullin suggested waiting to take action until other local cities acted to increase
their citation penalties. He was concerned about ranking in the highest tier with respect to
citation fees as compared to other local cities, which might drive business consumers away
from the Downtown area.
Chief Massoni stated he believed most local cities planned. to take a similar action but had
not yet done so. He further noted the state would start collecting the additional
$3.00/citation on December 7, 2010.
Councilwoman Matsumoto recommended raising the red zone fee a greater amount than
the others to make up the revenue.
Mayor Addiego noted being a quarter shy could lead to the unfortunate situation of coming
to lunch on Grand Avenue and walking out to an expensive parking ticket. He agreed with
the idea of increasing red zone violations by a greater amount over increases for other types
of citations.
Chief of Police Massoni advised the City issued multiple types of citations that could be
considered for different levels of increase.
Councilman Garbarino suggested making fines for parking in handicap spaces and bus
zones greater.

City Attorney Mattas advised fines would likely need to be within county standards and
suggested bringing the item back for hearing at a later date.
Council agreed.
ADJOURNMENT
Being no further business, Mayor Addiego adjourned the meeting at 8:14 p.m. in honor of
Steven A. Vina.
