HomeMy WebLinkAboutReso 144-1991RESOLUTION NO. 144-91 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING BUDGET AMENDMENT 92-11 TO THE 1991-1992 OPERATING BUDGET WHEREAS, prior to adoption of the budget for the current fiscal year Council agreed to hold in abeyance a number of reclassification recommendations that had been included in the proposed budget; and WHEREAS, the cost of implementing these recommendations will be approximately $16,000 this fiscal year and approximately $26,000 on an annual basis. Sufficient funds are available in the salary reserve no cover the costs of the reclassifications. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that it hereby adopts budget amendment 92-11 approving the reclassifications included in Attachment "1". I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the city of South San Francisco at a regular meeting held on the llth day of December , 1991 by the following vote: AYES: Councilmembers Jack Drago, Joseph A. The recommended salary level for the Recreation and Community Services Supervisor classification would be set equivalent to the salary for Librarian II, another professional position with similar education and responsibility requirements. Library Position A recommendation has been made to upgrade the position of Circulation Systems Supervisor to Librarian III. The incumbent serves as a division head in charge of circulation, on par with the other division heads within the Library, all of whom are at the Librarian III level. Additionally, the inc'ambent has earned an MLS degree, which is required for the professional Librarian series. Clerical Positions The Senior Typist Clerk positions in the Park and Street Divisions were reviewed and a determination made that they are performing duties in line with the Secretary I classification. Both serve as clerical support to major division heads. It sho'ald be noted that the clerical support position assigned to the Superintendent of WQCP has been classified as a Secretary I for a number of years. Fire Positions An internal salary review was conducted of the two positions of Fire Education Specialist and Fire Safety Specialist, and it became evident that these two AFSCME positions were paid considerably less than other AFSCME positions with a similar level of responsibility. The Fire Education Specialist position requires a BA degree, a teaching credential, and one year of teaching experience, yet is paid considerably less than other professional positions, such as Assistant Planner, which requires a BA degree and one year of planning experience, and Librarian I, which requires a MLS degree and no experience. The Fire Safety Specialist performs fire inspection duties, similar in responsibility and complexity to the duties performed by the Building Technician, yet is compensated at a rate considerably below that of Building Technician. A recommendation has been made to raise the salary range of the Fire Education Specialist to a rate equivalent to that paid the Assistant Planner, and to raise the salary range of the Fire Safety Specialist to a rate equivalent to that paid the Building Technician. The position of Deputy Fire Marshal was reviewed to determine if the emergency preparedness duties warranted additional co~ensation. It was determined that in three of the five citLes used for comparison purposed, the emergency preparedness function was performed by existing staff without added compensation, and that in the two remaining cities this function was performed by contract employees. The Employee Relations Services interviewed the incumbent, the supervisor and the department head, and concluded that the addLtion of the emergency preparedness function did not constitute sufficient reason for a salary increase, and none has been recommended.
