CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION OF INTENTION TO ORDER FORMATION
AND TO LEVY AND COLLECT ASSESSMENTS,
PRELIMINARILY APPROVING ENGINEER'S REPORT,
AND PROVIDING FOR NOTICE OF HEARING FOR THE
CITY OF SOUTH SAN FRANCISCO WILLOW GARDENS
PARKS AND PARKWAYS MAINTENANCE DISTRICT
BE IT RESOLVED by the City Council of the City of South San
Francisco that:
1. On June 24, 1992, this Council adopted Resolution
No. 57-92 , A Resolution Directing Preparation of Report and
proposing formation of the City of South San Francisco Willow
Gardens Parks and Parkways Maintenance District. Pursuant to this
resolution, a report, in accordance with Section 22565, et seq., of
the California Streets and Highways Code has been prepared, filed
with the City Clerk and duly considered by this Council and is
hereby deemed sufficient and preliminarily approved. This report
shall stand as the Engineer's Report for all subsequent proceedings
under and pursuant to the foregoing Resolution.
2. It is the intention of this Council to order formation of
a maintenance assessment district which shall be known as the "City
of South San Francisco Willow Gardens Parks and Parkways
Maintenance District," and to levy and collect assessments, and to
issue bonds or notes pursuant to the Landscaping and Lighting Act
of 1972, Part 2 of Division 15 of the California Streets and
Highways Code (commencing with Section 22500 thereof). The
improvements to be made in the proposed maintenance assessment
district consist of the installation maintenance, and servicing of
the improvements described in Exhibit "A" attached and by this
reference made a part of this Resolution.
3. The proposed maintenance assessment district consists of
the lots and parcels generally located in the city of South San
Francisco as shown on a map entitled "Proposed Boundaries of City
of South San Francisco Willow Gardens Parks and Parkways
Maintenance District" on file and open to public inspection in the
office of the City Clerk.
4. Reference is hereby made to the aforementioned Engineer's
Report, on file with the City Clerk, for a full and detailed
description of the improvements, the boundaries of the proposed
maintenance assessment district, and the proposed assessments upon
assessable lots and parcels of land within the district.
5. Notice is hereby given that on July 8, 1992, at the hour
of 7:30 o'clock p.m. in the regular meeting Place of this City
Council, Municipal Services Building, 33 Arroyo Drive, South San
Francisco, California, a hearing by the Council will be held on the
questior.s of the formation of the proposed landscape and lighting
maintenance assessment district and the levy of the proposed
assessment.
6. Prior to the conclusion of the hearing, any interested
person may file a written protest with the Clerk, or, having
previously filed a protest, may file a written withdrawal of that
protest. A written protest shall state all grounds of objection.
A protest by a property owner shall contain a description
sufficient to identify the property owned by that owner.
7. The Clerk shall cause notice of the hearing to be given
in each of the following ways, each of which must be accomplished
at least ten (10) days prior to the date of hearing specified in
this Resolution:
(a) By publishing a copy of this Resolution once, in the
Enterprise-Journal, a newspaper published and circulated in the
City of South San Francisco.
(b) By mailing a copy of this Resolution by first class mail,
postage prepaid to each property owner, whether resident or non-
resident, of property to be assessed at their address as it appears
on the last equalized County assessment roll, or as know to the
City Clerk, or to both if not the same.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a re§u]ar , meeting held on the 24th day of
