CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING PROCEDURES
FOR ADMINISTRATION OF THE HISTORIC
PRESERVATION GRANT PROGRAM AND
DELEGATING AUTHORITY TO THE HISTORIC
PRESERVATION COMMISSION TO GRANT
FUNDS AS THEREIN PROVIDED
WHEREAS, this City Council appropriated $30,000.00 in the 1990-91 budget
for a Historic Preservation Grant Program; and
WHEREAS, the Historic Preservation Commission has developed procedures as
part of its outreach program for the administration, selection, and funding of
restoration and preservation projects on historic properties; and
WHEREAS, it is deemed to be in the best interest of the city to approve the
program developed and to delegate authority to the Historic Preservation
Commission for its implementation and grant of funds.
NOW, TBEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco~ California, as follows:
1, That the Historic Preservation Grant Program, attached hereto as
Exhibit "A", is hereby approved.
2~ That the Historic Preservation Commission is hereby authorized
and directed to administer the Historic Preservation Grant Program and is
delegated~to grant funding as prescribed in the program.
I here~ certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 24th day of April , 1991 by the following

To stimulate the preservation and
rehabilitation of residential and commercial
historic resources within the City.
Sites which have been designated Historic
Resources by the Historic Preservation
Commission which do not qualify under any other
City program. As an incentive to designation,
funding priority will be given resources not
currently designated, but which apply for and
receive designation.
Exterior restoration (including painting,
window replacement, architectural features and
exterior repairs) and additions.
Architectural services may be funded to ensure
that historic integrity is preserved. The City
has an architectural firm which specializes in
preservation and which is familiar with City
procedures. An owner choosing a different
architect may use those costs as matching
funds, subject to approval of a Certificate of
Alteration.
Unmatched grants by the City of up to
$2,500.
2. Matched grants of up to $5,000.
Total funding shall not exceed $7,500 other
than for exceptional circumstances as approved
by the Historic Preservation Commission.
The City Council has allocated a total of
$30,000 to fund this incentive Historic
Preservation Grant Program.

Marketing
Information about the program will be provided to owners of
properties on the List of Potential Res0urces,
Appl icat ions
Applications will be distributed by the Planning
Division and the Historic Preservation Commission.
Completed applications are to be submitted to the
Planning Division.
Applications will be forwarded to the Historic
Preservation Commission and will be reviewed by
Planning and CDBG staff.
At the next regularly scheduled Historic Preservation
Commission meeting, the Chair will appoint a
subcommittee to make recommendation on funding the
proposed project. In the event that there is not a
meeting scheduled within one month, the subcommittee
will be personally appointed by the Chair.
e. Staff will notify the applicant, set up an appointment
to visit the site and send the applicant and
application for resource designation, if necessary.

A site visit will be conducted by the subcommittee,
Planning staff and CDBG staff to review with the owner
the nature and extent of the proposed project. At this
time the subcommittee may discuss with the applicant
the implications of becoming a resource and will
consider the qualifications of the site with regard to
designation. Some technical information (such as
specifications, etc.) may be provided by the staff. As
a result of this meeting, modifications may be made to
the grant application.
At the Commission's next meeting the application for
Resource designation will be considered, if the site is
not already designated. It should be noted that, if
the grant application is not approved, the Resource
designation may be cancelled by the owner.
The subcommittee will make a recommendation as to
whether or not the grant application should be funded.

The Commission, in deciding, may consider the
following:
· the rating of the site
· the visibility of the site
· the nature of the proposal
· the extent of the proposal
· is the project consistent with the historic aspect
of the site?
· the availability of funding
Post-Approval Stage
a. The applicant will be informed of the Commission's
decision. A two-month time period will be allocated
during which the applicant shall secure three written
estimates and sign a grant agreement.
A contractor is selected and hired by the owner to
complete the project. The contractor shall be
licensed; however, in cases of projects of less than
$2,500, flexibility can be used. The City is not a
party to the agreement between the owner and the
contractor.
Reimbursement

Upon completion of the project, the owner shall notify
Planning staff; a final inspection will be made.
The owner shall submit to the Planning staff copies of
paid invoices for the work completed.
Staff will issue a check to reimburse the owner for
costs incurred in completion of the project, as
specified in the approved estimate.
