HomeMy WebLinkAboutReso 46-1991RESOLUTION NO. 46-91 CiITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING AMENDMENT GP-90-42 TO THE GENERAL PLAN TO PROVIDE FOR DRIVE-THROUGH WINDOWS IN FAST FOOD RESTAURANTS IN CERTAIN CIRCUMSTANCES WHEREAS, on January 17, 1991, March 7, 1991 and April 18, 1991, the Planning Commission of the City of South San Francisco held duly noticed public hearings to consider a proposed General Plan Amendment to provide for drive-thrOugh windows in fast food restaurants in certain circumstances; and WHEREAS, the Planning Commission determined that sufficient evidence had been submitted to support a finding that this policy change will not create negative effects; and WHEREAS, the Planning Commission determined that the proposed General Plan Amendment will not be adverse to the public health, safety, and general welfare of the community as long as subsequent applications for drive-through windows are thoroughly assessed; and WHEREAS, on April 18, 1991, the Planning Commission adopted its Resolution No. 2435 mecommending that the City Council adopt the proposed General Plan Amendment as set forth in Exhibit "A" attached hereto; and WHEREAS, the City Council has received all material presented, held a duly noticed public hearing, has considered all evidence presented, and concurs in the findings and determinations made by the Planning Commission. WHEREAS, this General Plan Amendment is consistent with the goals, objectives, policies and elements of the General Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco~ California that Amendment GP-90-42 to the General Plan, attached hereto as!Exhibit "A", is hereby approved and aOopted. I hereby certify that the foregoing Resolution was regularly introduced and adopted b~ the City Council of the City of South San Francisco at a regular meeting held on the 8th day of May , 1991 by the following vote: AYES: Councilmembers Richard A. Haffey, Gus Nicolopulos, John R. Penna, Roberta Cerri Teglia, and Mayor Jack Drago NOES; None ABSTAIN: None ABSENT: None City Clerk -2- RESOLUTION NO. 46-91 EXH'rBTT "A" New Poli~¥ 10-8: Drive-through windows may be considered in fast food restaurants existing as of May 1, 1991 on major arterials consistent with provisions of the Zoning Ordinance. Mitigation measures will be required to ensure that there are no significant adverse impacts. Revisions to narrative and Policy 29 "Fa~t Food Restaurants Most of the major chain fast food restaurants in South San~ Francisco are located on E1 Camino Real between ArrOyo Drive and Hazelwood Drive. Because these uses may create problems related to traffic, loitering, odors and litter, such uses should be limited to certain areas of the City. Fast food restaurants have generally been accepted as an appropriate use in the south E1 Camino area and the South Airport Boulevard area because of the character of the surrounding retail uses, good vehicular access and the detachment of these areas from residential neighborhoods. New fast food restaurants would not be acceptable in other areas of the community, as their presence may create conflicts with established residential neighborhoods and more restricted commercial useS.
