HomeMy WebLinkAboutReso 72-1991RESOLUTION NO. 72-91 C~TY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A REgOLUTION APPROVING TME FISCAL YEAR 1991-1992 OPE~ATIN~ B]DGET FOR THE CITY OF SOUTH SAN FRANCISCO AND ADOPTING C]RRESPONDING APPROPRIATIONS WHEREAS, the City Manager has submitted to the City Council estimates of revenues ~rom all sources, and estimates of expenditures required for the proper co~duct of the activities of the City of South San Francisco for the Fiscal Year 1991-1992 contained in'a document entitled "City of South San FranciscoiPreliminary Operating Budget 1991-92; and WHEREAS, the City Council provided interested persons an opportunity to be heard On matters pertaining to the proposed budget; WHEREAS, City Council made certain revisions to the budget as proposed which require changes to some of the figures presented in the proposed budget; WHEREAS, the City Council intends to give further consideration to proposed reclassification of certain positions. NOW,iTHEREFORE, BE IT RESOLVED by the Board of the City Council of the City of SOuth San Francisco that: (1) iThe operating budget for Fiscal Year 1991-1992 presented by the City Manager contained within the document entitled "City of South San Francisco Prelimina-y Operating Budget 1991-1992" and any changes and revisions thereto approved ~y the City Council are hereby approved and adopted as the Operating Budget of the City of South San Francisco for the Fiscal Year 1991-1992. A copy of t~e approved budget is on file in the office of the City Clerk. (2) iAny and all expenditures for, and agreements relating to, the programs ~nd materials described in the budget, when expended or entered into under authority of or by the City Manager, are hereby approved and authorized, and payments therefor may be made by the Director of Finance. (3) i The Amounts listed in Table I are hereby appropriated for expenditure. (4) iThe Director of Finance is hereby authorized and directed to transfer ~he amounts listed in Table 2 from one fund to another at such time as the Director may determine, giving consideration to the intended purposes for whichithe transfers are made and the available balances in each of the funds. , (5) iThere are hereby appropriated the amounts listed in Table 3 to Designatipns of Fund Balances, which the Director of Finance shall enter upon the records and reflect in the financial statements of the City. Expenditures from Designated Fund Balances shall require the approval of the City Council. (6) Any monies received during Fiscal Year 1991-92 as a consequence of a grant application approved by the City Council are hereby appropriated for the purposes ifor which the grant has been approved. Such appropriation includes authorization for the City Manager to expend such monies and for the Finance Directorito make payments therefor in accordance with the terms and conditions and for ~he purposes of the grant. (7)! The Director of Finance is hereby authorized and directed to distribute the appropriations, transfers, and reserves to the various accounts of the city in accordance with generally accepted accounting practices and consistent with the approved budget. (8)' The Director of Finance is hereby authorized and directed to distribute the amounts from the County Controller's Special District Augmentation Fund as detailed in Table 4. (9) i The Director of Finance is hereby authorized and directed to rollover!any outstanding encumbrances from Fiscal Year 1990-1991 into Fiscal Year 1991-1992. (10) The Director of Finance is hereby authorized and directed to rolloveriunencumbered appropriations from grants received in 1990-1991 or prior Years if so allowed under the terms of the grant. (111 The Director of Finance is hereby authorized and directed to rollover unencumbered appropriations from Fiscal Year 1990-91 for the computer acquisition and historic preservation grant programs. (12) The staffing levels for each department, as detailed in Table 5, are hereby approved. (131 Notwithstanding the above no classifications or compensation realignment contained within the proposed budget shall be implemented without prior CoUncil approval. -2- I heyeby certify that the foregoing Resolution was regularly introduced and adoptied by the City Council of the City of South San Francisco at a regularl meeting held on the 26th day of June , 1991, by the followingI vote: AYES: NOES: iCity Councilmembers Richard A.
