CiT~ COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING THE 1991-1992 APPROPRIATION
LIMIT FOR THE CITY OF SOUTH SAN FRANCISCO PURSUANT
TO ARTICLE XIIIB OF THE CALIFORNIA CONSTITUTION
WHEREAS, Article XIIIB of the California Constitution states that all
state and local government budgets are limited to a formula based upon the
1978-79 b]dget, plus adjustments for cost of living and population changes and
specific exceptions for service charges., federal and state grants, reserve
funds andi so on; and
WHEREAS, Division 9 of Title i of the Government Code (commencing with
Section 7900) implements Article XIIIB of the California Constitution; and
WHEREAS, in accordance with the law the City of South San Francisco has
prepared documentation establishing its 1991-92 appropriation limit and has
made this documentation available to the public for more than fifteen days.
NOW,iTHEREFORE, BE IT RESOLVED by the City Council of the City of South
San Franciisco that it finds:
1. FDr 1991-92 the City's appropriation limit is $44,283,754. The
adjustment factors used for calculation of this 1991-92 appropriation
liimit are change in City population and California Per Capita Personal
Income.
2. The Adopted Operating and Capital Budgets for 1991-92 includes
$121,849,252 in appropriations which are subject to the limit, and
e~timated proceeds of taxes of $24,941,820.
3. F~r 1991-92 the City of South San Francisco is within the limits of
Alrticle XIIIB of the California Constitution.
