CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING THE SAN MATEO COUNTY
TRANSPORTATION SYSTEM MANAGEMENT PLAN
WHEREAS, traffic volumes and congestion in San Mateo County and the
surroundinE region have increased appreciably in recent years; and
WHEREAS, increased employment growth in the County and surrounding region
has occurred in recent years and is expected to continue, contributing to
growing traffic congestion; and
WHEREAS, traffic congestion is a regional problem which requires
coordinate¢ and concerted actions by local governments, employers, SamTrans
and Caltrars; and
WHEREAS, peak hour traffic congestion can be managed by increasing the
efficiency of the transportation system through such techniques as ri desharing,
increased ~se of public transit, flexible work schedules; and
WHEREAS, on June 7, 1988, the citizens of San Mateo County approved a ballot
measure, krown as Measure A, which raised the sales tax in San Mateo County
primarily for highway and transit improvements. Measure A also requires the
preparatior of a Countywide Transportation System Management {TSM) Plan to
reduce conEestion through efficient managment to the existing transportation
system; an¢
WHEREAS, on May 3, 1990, the San Mateo County Transportation Authority
adopted the San Mateo County Transportation System Management (TSM) Plan which
identifies measures that would be effective in reducing peak hour traffic
congestion and requires cities to adopt a TSM ordinance; and
WHEREAS, pursuant to Measure A, the San Mateo County Transportation Authority
transmitte¢ the Plan to each of the cities in San Mateo County for approval
before June 30, 1990; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that it approves the San Mateo County Transportation System
Management (TSM) Plan, and thereby accepts the policies and requirements of
the Plan, including adoption of a TSM ordinance.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 23rd day of May , 1990 by the following vote:
