CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DETERMINING TO UNDERTAKE PROCEEDINGS
WITHOUT FURTHER ACTION UNDER DIVISION 4 OF
THE STREETS AND HIGHWAYS CODE OF CALIFORNIA
FOR THE POINTE GRAND BUSINESS PARK ASSESSMENT DISTRICT
WHEREAS, a written petition for undertaking proceedings
pursuant to special assessment and assessment bond acts, and to
assess the cost thereof upon the properties benefited, and
waiving proceedings under Division 4 of the Streets and Highways
Code of California, signed by the owners of more than 60% in area
of the properties proposed to be assessed, has been filed with
the City Clerk for the making of the acquisitions and
improvements described on Exhibit "A" attached hereto and made a
part hereof;
WHEREAS, the costs and expenses of the acquisitions and
improvements are to be chargeable upon an assessment district,
the exterior boundaries of which are the coterminous exterior
boundaries of the composite and consolidated area shown on the
map thereof on file in the office of the City Clerk, to which
reference is hereby made for further particulars;
WHEREAS, the public interest and convenience will be served
by the taking of the proceedings;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of South San Francisco as follows:
1. Ail of the owners of more than 60% in area of the
property subject to assessment for the acquisitions and
improvements who appear to be such on the Assessor's roll on the
day that the petition was filed, or, in the case of transfers of
land or parts thereof subsequent to the date upon which the last
Assessor's roll was prepared, appear to be such on the records in
the County Assessor's office which the County Assessor will use
to prepare the next ensuing Assessor's roll, have signed and
filed with the City Clerk a written petition for the acquisitions
and improvements and a written waiver of investigation
proceedings under Division 4 of the Streets and Highways Code of
California.
2. The provisions of Division 4 of the Streets and Highways
Code of California, other than those which relate to the
foregoing findings, determinations and orders, shall not apply to
the making of the acquisitions and improvements, and proceedings
therefor shall be had pursuant to the Municipal Improvement Act
of 1913 and bonds shall be issued pursuant to the Improvement
Bond Act of 1915, without further proceedings under Division 4.

introduced and adopted by the City Council of the City of South
San Francisco at a regular meeting held on the

POINTE GRAND BUSINESS PARK ASSESSMENT DISll~ICT
DESCRIPTION OF WORK
Within the City of South San Francisco, County of San Mateo, State of California,
the construction and acquisition of the public improvements set forth below,
including all required demolition and removal of existing improvements, clearing,
grubbing, grading, installation of stabilization and erosion control measures,
and the construction of all auxiliary work necessary and/or convenient for the
accomplishment of such improvements, all as provided in plans and specifications
approved by the City of South San Francisco and any other governmental entity
or utility with authority to approve all or a portion of such required plans and
specifications, together with the acquisition of all required rights-of-way,
easements, licenses, franchises, permits, rights of service and use, reports,
surveys, ~lans, maps, and diagrams required for the completion of such
improvements and the payment of costs of appraisers, consultants, engineers and
attorneys required and approved by the City for the conduct of special assessment
proceedings and the issuance of special assessment bonds.
(A)
Installation of a traffic signal with CalTrans type controller at the
intersection of the project main entrance driveway and East Grand Avenue.
The work shall include the installation of conduit and wiring, new
controller and cabinet, signal poles, street lighting, signal poles, other
equipment and services necessary for a fully functional traffic signal.
(B)
Improve East Grand Avenue along the frontage of the north boundary line.
The ~mprovements shall include sidewalks, construction of new pavement
section as required to provide for four traffic lanes, dedicated left turn
lanes into Roebling Road, the main project entrance and commercial driveway
entrance, asphaltic concrete overlay, landscaped and irrigated median raised
island with curb and gutter, driveway entrances with concrete gutters, curb,
gutter, sidewalk, wheelchair ramps, raised pavement markers, traffic signs
and striping all within a 100' right-of-way.
(c)
Installation of a street lighting system consisting of seven lO0-watt high
pressure sodium City of South San Francisco standard street lights with 12
foot mast arm, all underground conduit, wiring and pullboxes, as required,
to a ).G.&E. connection point.
(D)
Construction and installation of the Harbor Way Storm Drainage system
between the project site and Colma Creek, as required to accommodate runoff
from the entire fully developed property. The storm drain system shall
include reinforced concrete pipe, manholes, catch basins, special drainage
structures, as required, for a fully functional system.
(E)
Construction of improvements to the existing sanitary sewer system including
vitrified clay pipe installation, manholes and all appurtenances necessary
and i~cidental items necessary for the installation of the system.
(F)
Contribution to the construction of the Oyster Point Interchange and Grade
Separation {City Project No. ST-86-3), to provide for overcrossing and
interchange facilities over Highway 101 and the existing railroad rights
of way adjacent thereto, including ramps, structures, bridges, drainage,
lighting, signs, striping, curbs, gutters, sidewalks, landscaping, and
requi-ed conforming improvements to existing streets and drainage
facilities, as required.
