SUBJECT: Board and Commission Recruiting/Appointments.
RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seats on the respective Board, Commission or Agency applied for;
and that Council interview each citizen. It is further recommended that upon completion of
interviews for the positions, Council move to appoint Commissioners to the Cultural Arts
Commission, Parking Place Commission, Planning Commission, and Parks and Recreation
Commission.
BACKGROUND /DISCUSSION
Pursuant to Resolution No. 27 -2009, the City Council holds biannual recruitments /meetings for the
purpose of considering appointments to Boards and Commissions. On November 16, 2010, due to
expiration of terms and resignations, the City Clerk's Office initiated recruitment for the Boards and
Commissions referenced below as well as the Personnel Board and Historic Preservation
Commission. Interviews were put on hold until Council could discuss and consider modification
and /or addition to the City's Boards and Commissions. As a result of discussion at the Council's
January 29, 2011 retreat, it was determined that interviews for the Historic Preservation Commission
and Personnel Board would be postponed until further consideration of the future of these boards. In
the meantime and for fairness purposes, a second recruitment for the Boards and Commissions
specified below was opened on February 22, 2011.
a. Cultural Arts Commission- One (1) seat is vacant due to a member's resignation. One (1)
applicant may be appointed to serve a partial term to expire June 13, 2012.
b. Housing Authority Tenant Seat- One (1) seat is vacant due to a member's resignation. One (1)
applicant may be appointed to serve a partial term to expire March 31, 2011. Special
Requirements: To be considered for appointment, persons must be renting their living space in
the property governed by the Authority. Pursuant to California Health and Safety Code Section
34270, one tenant commissioner shall be over 65 years of age if the authority has tenants of
such age. Due to the proximity to the March 31, 2011 expiration of the term at issue,
interviews for this seat will be conducted during the spring recruitment.

c. Parking Place Commission- One (1) seat is vacant due to term limits (Irli). One (1) applicant
may be appointed to serve a term running through December 31, 2013.
d. Planning Commission- Three (3) seats are vacant due to term expirations (Giusti, Moore and
Zemke); and One (1) seat is vacant due to a member's resignation. Three applicants may be
appointed to serve respective terms running through December 31, 2014; one (1) applicant may
be appointed to serve a partial term to expire December 31, 2012.
e. Parks and Recreation Commission- Three (3) seats are vacant due to term expirations
(Garrone, Nelson, Reynolds) and one (1) seat is vacant due to a member's resignation. Three
(3) applicants may be appointed to serve respective terms to expire December 31, 2014.
The City Clerk's Office posted the attached Notices of Term Expirations and Vacancies on
Tuesday, November 16, 2010 and Tuesday, February 22, 2010 at City Hall, the Municipal
Services Building, City Hall Annex, West Orange Library and the Grand Avenue Library. A
statement announcing the vacancies and identifying the application deadline including a link to
the application has been on the City's website homepage during most of the recruitment period.
Notification was sent to an interest list maintained by the City Clerk's Office. A brief
announcement of the term expirations and vacancies was posted on the Community Channel until
the expiration of the application period. The City Clerk's Office accepted applications until 5:00
p.m. on Tuesday, March 1, 2010.
SUMMARY OF MEETING TIMES, TERM LENGTHS /LIMITS AND AGENCY PURPOSE FOR
POSITIONS UNDER CONSIDERATION ON 3.8.11
The Cultural Arts Commission meets on the third Thursday of every month at 7:00 p.m. in the Betty
Weber Room of the Municipal Services Building located at 33 Arroyo Drive in South San Francisco.
Commissioners are appointed to four (4) year terms and are limited to three (3) consecutive terms. The
Commission encourages and promotes cultural arts activities within the community and acts as an
advisory body to the City Council on matters pertaining to the arts and cultural affairs.
The Parking Place Commission meets the 2 Tuesday of the month at 5 p.m. at City Hall.
Commissioners are appointed to a three (3) year term and are limited to four (4) consecutive terms. The
Parking Place Commission acquires, administers, maintains, operates, manages and enforces the rules
governing parking spaces and parking lots located within Parking District No. 1, which encompasses
most of the downtown business district. It further exercises powers set forth in the Streets and Highway
Code of the State of California.
The Parks and Recreation Commission meets on the fourth Thursday of every month at 7:00 p.m. in
the Municipal Services Building located at 33 Arroyo Drive in South San Francisco. Commissioners are
appointed to four (4) year terms and are limited to three (3) consecutive terms. The Commission advises
the Council on matters pertaining to public recreation, including parks and playgrounds. The
Commission also assists in the planning of a complete recreation program and in the planning of a
department budget.

year term with a limit of appointment to three (3) consecutive terms. The Personnel
Board reviews and oversees issues relative to recruitment - related testing and to certifying
lists of persons eligible for employment in the City. It also hears appeals submitted by
employees in the competitive service for disciplinary action related to dismissal,
demotion, salary reduction, grievance, or alleged violation of the personnel rules and
certifies its findings and recommendations.
The Planning Commission meets the first and third Thursdays of the month at 7:30 p.m.
at the Municipal Service Building. Commissioners are appointed to a four (4) year term
with a limit of appointment to three (3) consecutive terms. The purpose of the Planning
Commission is to make recommendations as to the orderly, physical growth and
development of the community in relation to land subdivision, planning and zoning. It
makes recommendations in matters of zoning changes, variances, special use permits,
parcel maps, subdivision maps and other related matters.

REQUIREMENTS: To be considered for appointment, persons must be registered to
vote in the City of South San Francisco. Applicants should also be motivated to serve the
public and have sufficient time available to devote to day or evening meetings and the
requisite preparation. Applicants for Housing Authority Tenant Commissioner Positions
must reside in the Housing Authority.
Submission of an application pursuant to the process set forth below and appearance
before the City Council for a public interview at a Special Meeting on December 14
and/or December 15` beginning at 6:30 p.m. are also required.
