CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
AN ORDINANCE AMENDING SECTION 2.78.060 OF THE
SOUTH SAN FRANCISCO MUNICIPAL CODE REGARDING
APPOINTMENT OF THE CONFERENCE CENTER
AUTHORITY CHAIRPERSON AND VICE CHAIRPERSON
WHEREAS, pursuant to the Article XI, Section 7 of the California Constitution, the
City of South San Francisco ( "City ") "may make and enforce within its limits all local,
police, sanitary, and other ordinances and regulations not in conflict with general laws ";
and
WHEREAS, the South San Francisco Municipal Code ( "Municipal Code ")
establishes when the Conference Authority ( "Authority ") must elect a Chairperson and
Vice Chairperson; and
WHEREAS, the City wishes to provide the Authority with greater flexibility in
when it must appoint its Chairperson and Vice Chairperson.
NOW THEREFORE, the City Council of the City of South San Francisco does
hereby ordain as follows:
SECTION 1. AMENDMENT
The City Council hereby amends Section 2.78.060 of Chapter 2.78 of the South San
Francisco Municipal Code to read as follows:
2.78.060 Chairperson, vice chairperson and secretary.
(a) At the first regular meeting of each calendar year, the commission shall elect a
chairperson and vice chairperson. The term of each office shall be one year. The vice chairperson
shall serve as presiding officer of meetings in the absence of the chairperson.
(b) The conference center director or his or her designee, shall serve as secretary to the
commission.
SECTION 2. SEVERABILITY
If any provision of this ordinance or the application thereof to any person or circumstance
is held invalid or unconstitutional, the remainder of this ordinance, including the application of
such part or provision to other persons or circumstances shall not be affected thereby and shall
continue in full force and effect. To this end, provisions of this ordinance are severable. The
City Council of the City of South San Francisco hereby declares that it would have passed each
section, subsection, subdivision, paragraph, sentence, clause, or phrase hereof irrespective of the
fact that any one or more sections, subsections, subdivisions, paragraphs, sentences, clauses, or
phrases be held unconstitutional, invalid, or unenforceable.
SECTION 3. PUBLICATION AND EFFECTIVE DATE
This Ordinance shall be published once, with the names of those City Councilmembers
voting for or against it, in the San Mateo Times, a newspaper of general circulation in the City of
South San Francisco, as required by law, and shall become effective thirty (30) days from and
after its adoption.

Adopted as an Ordinance of the City of South Francisco at a regular meeting of the City
Council held the 13 day of April, 2011 by the following vote:
AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto,
Vice Mayor Richard Garbarino and Mayor Kevin Mullin
