HomeMy WebLinkAboutReso 4122-1965RESOLUTION NO. 4122 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING PLANS AND SPECIFICATIONS, AUTHORIZ- ING THE WORK AND CALLING BIDS FOR PUBLIC LIBRARY BUILDING AND EMERGENCY OPERATING CENTER RESOLVED, by the City Council of the City of South San Francisco, California, that WHEREAS, plans and specifications providing for cer- tain improvement work have been submitted, which plans and specifications are entitled "Specifications for construc- tion of the South San Francisco Public Library and Emer- gency Operating Center; and South San Francisco Library List of Drawings Project 1061, dated 12/10/64", and, WHEREAS, the City Council desires to approve said plans and specifications, authorize the work and call for sealed proposals; NOW, THEREFORE, IT IS HEREBY ORDERED that: 1. The plans and specifications hereinbefore named and identified shall stand approved, and the work therein pro- vided authorized upon receipt of approval by the required Federal and/or State Agencies. Said plans and specifications are referred to and by this reference made a part hereof the same as if recited herein verbatim. 2. The City Clerk of said City is hereby directed to publish by two (2) consecutive insertions in the "Enter- prise-Journal", a newspaper published and circulated in said City, a notice inviting sealed proposals or bids for said work in accordance with the plans and specifications herein- before named and identified and on file in the Office of the City Clerk, the first of which publication shall be at least ten (10) days prior to the time fixed for openin~ bids. A copy of said notice entitled "Notice To Bidders" is attached hereto and referred to and by this reference made a part hereof as if set forth verbatim herein. Ail proposals or bids shall be accompanied by a cashier's or certified check, payable to the order of the City of South San Francisco, in an amount equal to not less than ten per cent (lOi) of the bid figure, or by a bond in said amount drawn in favor of said City and executed by a corporate surety. Said check shall be forfeited by bidder, or said bond shall become payable to said City in case the low- est responsible bidder (or bidders) depositing the same does not, within' the time set forth in said plans and specifications, enter into a contract with said City, the faithful performance of which shall be guaranteed by an undertakins in the amount of one hundred per cent (1OOl) of the sum bid, said undertaking being that of a corporate surety satisfactory to said City Council, and which con- tract shall be accompanied by a labor and materials bond of a corporate surety, also in a sum equal to one hundred per cent (100~) of the amount of said bid, as required by the provisions of Title I, Division 5, Chapter 3, of the Government Code of the State of California. In case of a forfeiture, as provided for in the preceding sentence, the defaulting bidder shall be liable to said City for any additional expense to which it may reasonably be put in connection with obtaining full and complete performance of the particular work of improvement with which this Notice to Bidders is ooncerned. 3. Bids will be received by the City of South San Francisco, California, at the Office of the City Manager of said City, City Hall, Grand Avenue, South San Francisco, California, · at or before the hour of 3:30 p.m. on ~onday , the 5th day of April , 19 65 said time not being less than ten (10) days from the firsg publication of notice, the bids will be publicly opened, examined and declared at said time and place and award will thereafter be made by the City Council of said City to the lowest responsible bidder or bidders, subject, however, go the right of said City Council to reject any and all bids, which right is hereby reserved. Overtime, Saturday, Sunday and holiday rates to be paid in accordance with the Union wage scale in effect ;at the time but in no case, less than one & one-half times his basic rate of pay for all hours worked in excess of eight hours in any calen- dar day or in excess of 40 hours in any work week° 10. In addition to the hourly and/or per diem wages for the crafts, classifications or types of workmen listed above, contractors may be required to made employer payments for health and welfare, pension, vacation and similar purposes as required by the executed collective bargaining agreements for the particular craft, classi- fication or type of work involved° 11. The working day shall be eight hours unless otherwise specified above° The per diem rate shall be the hourly rate multiplied by the number of hours in the working day. All skilled labor not listed above that may be employed is to be paid not less than the Union wage scale for such labor and in no event to be paid less than. 13. It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any sub-contractor under him, to pay not less than the said ~pecified rates to all laborers, workmen and mechanics employed by them in the execution of the contract~ 14. Properly indentured apprentices may be employed upon this work' in accordance with the State law~ Such apprentices shall be properly indentured as called for by law and shall be paid not less than the standard wage paid to apprentices under the regulations of the trade at which they are employed. An apprentice shall be employed only at the work of the trade to which he is indentured° The initial wage to be paid an apprentice shall be not less than twenty-fxve percent (25) of the journeymen's wage being paid and shall be increased each six (6) months in an amount not less than fifteen percent (15%)o Date: Notice To Contractor A-4
