Mayor Mullin explained that pursuant to the present San Mateo County Redistricting Plan, South
San Francisco was to be split down the middle between Districts 1 and 5. He suggested that
Council consider authorizing the City Attorney to prepare a letter relaying Council's concerns
over the disadvantage at which this would place residents and the City.
Councilman Addiego noted that proponents of the Plan were seeking solutions from entities that
were unhappy with the proposal. He queried whether it was possible to propose a solution.
Mayor Mullin noted it would be optimal to offer a solution. However, he stated that the City did
not have the resources do perform the demographic studies necessary to craft an alternative.
Nonetheless, he believed it necessary to express the potentially negative impact of the present
plan.
Councilwoman Matsumoto stated it would be important to draft a letter of concern. She noted
that she would not feel comfortable offering an alternative without the ability to generate the
necessary statistics. She believed the City's case against the Plan was strong irrespective of this
deficit.

Council directed staff to proceed with drafting a letter expressing Council's concern over the
