PUBLIC COMMENTS
Resident Edith Arias thanked the City for the many services it provides and for the blessing
the City's Programs have been to her family. She congratulated Council on the work of its
staff members and advocated for continued support for programs for special needs
individuals. She introduced her son, Ulysses, a current volunteer for the City, and stated
the benefits he has enjoyed in the Park and Recreation Department's Programs. She
offered her family's assistance to keep special needs and other recreation programs
operating in the City.
ITEMS FROM COUNCIL

• Committee Reports.
Councilmembers reported on attendance at community meetings and events, including a
meeting of the HOPE Interagency Council, a Council of Cities dinner, a League of
California Cities Peninsula Division dinner, a SamTrans meeting, a Senior Focus meeting
at Mills Peninsula Hospital, the San Francisco BioExecutive Institute meeting, the Bio
Conference in Washington DC and a CMEC meeting. Council congratulated the Fire
Department's Search & Rescue Dog, Gypsy, and her trainer Safety Inspector, Tom Carney,
on Gypsy's recertification. Specific items for further action and /or consideration were set
forth as follows:
Councilman Addiego paid tribute to former San Mateo Mayor and Councilwoman Jane
Baker who recently passed away.
Councilwoman Matsumoto noted that at a WETA meeting, it was announced that the South
San Francisco Ferry Terminal should be operational in April 2012.
Vice Mayor Garbarino requested that the meeting be adjourned in honor of Richard
Fornesi.
Mayor Mullin noted Council was actively following the action in Sacramento regarding the
proposed elimination of Redevelopment Agencies. He would be attending a meeting with
Assemblymember Jerry Hill and City Manager Nagel regarding the subject.
CONSENT CALENDAR
1. Motion to approve the minutes of January 29, 2011 (City Council Retreat), March 16,
2011, May 25, 2011 as amended and June 22, 2011.
2. Motion to approve expense claims of July 13, 2011.
3. Resolution No. 87 -2011 to accept a grant in the amount of $35,145 from the Federal
Emergency Management Agency to purchase Large Diameter Fire Hose and
amending the Fire Department's Fiscal Year 2011 -2012 Operating Budget.
4. Resolution No. 88 -2011 approving the Memorandum of Understanding between the
City of South San Francisco and the American Federation of State, County and
Municipal Employees, Local 829 dated July 1, 2011 through June 30, 2012.
Motion— Vice Mayor Garbarino /Second— Councilman Gonzalez: to approve Consent
Calendar Items Nos. 1 -3. Unanimously approved by voice vote.
Item No. 4: Vice Mayor Garbarino questioned the date reflected on an MOU.
Director of Human Resources Mount advised that because the contract at issue had taken
nearly 2 years to negotiate, the 3 year termination date reflected in the materials was
correct.
Motion— Vice Mayor Garbarino /Second— Councilman Addiego: to approve Resolution
No. 88 -2011. Unanimously approved by voice vote.

LEGISLATIVE BUSINESS
5. Waive reading and introduce an ordinance eliminating South San Francisco
Municipal Code Section 3.12.010 "Positions," and authorizing City Manager to
prepare and maintain a City of South San Francisco Job Classification System.
Director of Human Resources Mount presented the staff report recommending that Council
waive reading and introduce an ordinance eliminating the South San Francisco Municipal
Code Section 3.12.010 and authorize the City Manager to prepare and maintain a City of
South San Francisco job classification system. She explained that the Municipal Code
required that every job classification created in the competitive and non - competitive
service be listed along with general descriptions of types of non - regular employees and
service providers. From time to time classifications evolve into something new which is
not always captured in the Code. Director Mount noted that incorporating every
classification in the Code had become an outdated procedure more relevant at a time when
the City had far fewer employees. South San Francisco was the only local City that
maintained the provision in its Code. Modern human resources practices took a different
approach to controlling job classifications, typically vesting authority to designate, modify,
or eliminate classifications in the Chief Executive Office. Accordingly, staff recommended
that Council eliminate the section of the Code requiring a listing of all job classifications in
the City. She further recommended that Council authorize the City Manager to prepare and
maintain a job classification system consistent with efficient administration of the City.
Councilwoman Matsumoto questioned why the proposed authority came under the proviso
of the City Manager as opposed to the HR Department.
Director Mount responded that ultimately personnel matters fall under the general authority
of the City Manager; however, it would be appropriate for the City Manager to delegate
administration of the program to HR.
Councilman Gonzalez queried the proposal's impact on the setting of wages and salaries.
Director Mount responded that wages and salaries would still be set by Council through the
budget process. The affect of the ordinance would only be to eliminate the need for every
new job classification to come before Council for inclusion in the Code.

PUBLIC HEARING
6. An interim ordinance 1446 -2011 of the City of South San Francisco adopted as an
urgency measure, making findings and extending a City -Wide Moratorium on the
issuance of business licenses, use permits and building permits for retail tobacco
stores.
Public Hearing opened: 8:03 p.m.
Senior Planner Beaudin presented the staff report recommending that Council waive
reading, make findings and adopt the interim ordinance extending the effective period of
the City -wide moratorium on the issuance of Business Licenses, Use Permits, and Building
Permits for Retail Tobacco Stores pending further study of a zoning ordinance amendment
proposal. Extension of the moratorium would provide staff the necessary time to study and
continue work on revisions to the code. The proposed ordinance required a four fifths vote
and would extend the moratorium for a period of ten months and fifteen days from the date
the moratorium would have otherwise expired.
Public Hearing ended: 8:05 p.m.
Motion— Councilwoman Matsumoto /Second— Councilman Gonzalez: to adopt interim
Ordinance No. 1446 -2011. Unanimously approved by voice vote.
ADMINISTRATIVE BUSINESS
7. Resolution No. 89 -2011 approving an agreement between the City of South San
Francisco and the City of Pacifica for Police Communications Services and amending
the Police Department 2011 -2012 Budget.
Chief of Police Massoni presented the staff report recommending that Council approve an
agreement for the provision of Police Communications Dispatch Services to the City of
Pacifica. He explained that local cities had been in discussions to consolidate services for
some time. That did not pan out and Pacifica's financial situation worsened. South San
Francisco was in a position to provide services at a cost savings to Pacifica. In addition,
the income from Pacifica would cover expenses and the additional employees. Chief
Massoni relayed that he was in the process of reorganizing the administrative division of
the Department such that the communications and records units would be combined.
Accordingly, it was a convenient time to add the four additional dispatchers.
Council raised questions regarding Pacifica's quality of service standards.
Chief Massoni responded that Pacifica was contracting with South San Francisco to
provide services. Accordingly, the South San Francisco Police Department and Chief
Massoni would be setting the dispatch standards.
Vice Mayor Garbarino questioned whether the program would impact response times.
Chief Massoni responded there would be no change in response times. A call would come
in to a Pacifica dedicated dispatcher who would dispatch available Pacifica PD units.

Councilman Addiego commended Chief Massoni on the Department's ability to offer an
economy of scale to a neighboring City.
Mayor Mullin queried why the County -wide dispatch consolidation effort had not
progressed.
Chief Massoni responded that part of the failure was facility- driven. It was difficult to find
a facility big enough to accommodate the need.
City Manager Nagel added that the idea of a County -wide Dispatch Center was still being
considered and that the Old Circle Star site was being reviewed as a possible location.
Resident Michael Harris questioned whether the agreement would yield additional sworn
officers on the street.
Chief Massoni responded that Police Officer staffing levels would not be increased as a
result of the agreement.
Mayor Mullin noted that the agreement might generate revenues that could be used to hire
additional police personnel beyond the 4 dispatchers necessary to implement the Pacifica
Dispatch Program.
Motion— Councilman Addiego /Second— Vice Mayor Garbarino: to approve Resolution
No. 89 -2011. Unanimously approved by voice vote.
COMMUNITY FORUM
Councilman Gonzalez thanked the Police Department and Chief of Police Massoni for a
procedural update on the towing of vehicles. He also reminded residents that Board and
Commission applications were due to be filed in the City Clerk's Office on July 14, 2011.
He encouraged applications for the positions.
ADJOURNMENT
Being no further business, Mayor Mullin adjourned the meeting at 8:21 p.m. in honor of
Richard Fornesi.
