6. Interview applicants for Personnel Board:

Council interviewed Rudy Bertolozzi and Joseph Charles Reilly. Linda Loeffler and Juan
Bustos were not present to be interviewed.
7. Discussion and appointment of applicants to the Personnel Board.
Council may appoint two (2) applicants to terms to expire December 31, 2014.
Motion— Vice Mayor Garbarino /Second Councilman Gonzalez— to appoint Rudy
Bertolozzi and Jeanette Acosta to respective terms on the Personnel Board expiring
December 31, 2014. Unanimously approved by voice vote.
8. Consideration of granting Emeritus Status to outgoing Personnel Board Member Gloria
Taoromina.
Council considered the application of Gloria Taoromina, termed out Personnel Boardmember, to
be granted Emeritus Status to the Board.
At Councilman Addiego's inquiry, City Clerk Martinelli advised of precedent for granting
Emeritus Status to long time members of the City's respective Boards and Commissions. Both
Eloise Kee and Laura Selleck had been granted Emeritus Status to the Personnel Board and Parks
and Recreation Commission respectively.
Councilmembers noted that in the two previous instances in which Emeritus Status was granted,
the individuals had served the City in multiple capacities for a long number of years and were
committed to volunteer work for the City and community.
Mayor Mullin invited Mrs. Taoromina to address Council regarding her application.
Mrs. Taoromina advised Council she sought Emeritus status because she enjoyed her work on the
Commission and was proud of the Board's accomplishments during her tenure. She noted she
began working for the City as an employee in 1961 and served in various volunteer and City
Boardmember capacities since that time. She stated that she had been a member of the Personnel
Board since January 1997.
Councilwoman Matsumoto stated that while formal standards for granting Emeritus Status were
not established, the previous instances demonstrated that an Emeritus should have at least 50
years of service to the Community and a long association with the City through multiple forms of
service during that time period. She requested that these criteria be reflected as the benchmark
for Emeritus Status consideration and noted that she would like to formalize these procedures in
the near future.
Council agreed.
Councilmembers commented on Ms. Taoromina's over 50 years of service to the City and
thanked her for her multiple contributions.
Motion— Councilman Addiego /Second— Vice Mayor Garbarino: to grant Mrs. Gloria
Taormina's request for Emeritus Status to the Personnel Board. Unanimously approved by voice

13. Discussion and appointment of applicant to the Housing Authority Tenant Commissioner
Seat.
Council may appoint (1) applicant to a partial term to expire Match 31, 2013.
Motion— Vice Mayor Garbarino /Second Councilman Addiego: to appoint Melinda
Murillo to the Housing Authority as a Tenant Commissioner for a term to expire March
31, 2013. Unanimously approved by voice vote.
14. Discussion and appointment of applicant to the Housing Authority Commissioner Seat.
Council may appoint one (1) applicant to a term to expire March 31, 2015.
Motion— Councilwoman Matsumoto /Second Councilman Garbarino: to appoint Natalie
Gore to the Housing Authority as a Commissioner for a term to expire March 31, 2015.
Unanimously approved by voice vote.

15. Discussion and appointment of applicant to the Cultural Arts Commission.
Council may appoint one (1) applicant to a term expiring June 13, 2012.
Motion— Vice Mayor Garbarino /Second Councilman Addiego: to appoint Vincent
Concepcion to the Cultural Arts Commission for a term to expire June 13, 2012.
Unanimously approved by voice vote.
16. Discussion and appointment of applicant to the Library Board.
Council may appoint two (2) applicants to terms to expire June 30, 2014.
Motion— Councilwoman Matsumoto /Second Vice Mayor Garbarino: to appoint Robert
Turnberg and Pat Fitzpatrick to respective terms on the Library Board to expire June 30,
2014. Unanimously approved by voice vote.
17. Street Cleaning Discussion.
Director of Public Works White explained the Department was looking for savings given
regulatory changes affecting many of its operations, including sewer, NPDES and other
legislative mandates. He saw street sweeping and cleaning as an area where savings might be
realized and the costs reallocated to comply with other Government mandates. He then
introduced Superintendent of Streets Batis who presented the Staff Report with a PowerPoint
presentation relating to Public Works Maintenance Street Cleaning Operations, including Street
Sweeping and the Clean Team.
Director Batis began with Street Sweeping. He explained that including costs related to
labor, equipment and fuel, the current program yearly cost was approximately $336,028.48.
Next, maps showing the City's current division into two Street Sweeping Zones were displayed.
Superintendent Batis then presented Council with options A -C for reducing the costs of Street
Sweeping. Option A would cost approximately $168,014.24 and save the City a total of
$168,014.24 yearly. Option A involved reducing the current program to one full time Sweeper
Operator and alternating the weeks the Street Sweeping Zones would be swept. Upon the
retirement of the City's two full time Sweeper Operators, replacements had not been hired.
Accordingly, a lay -off would not be necessary to facilitate this option. The operational result of
this option was that the Zones would be swept every other week as opposed to weekly. Option B
would cost approximately $247,299.76 and save the City approximately $88,728.72 yearly. This
option involved employing a full time Sweeper Operator and supplementing a second shift with
City Maintenance Workers. Option B would not require a lay -off and both zones would continue
to be swept according to the current schedule. Finally, Option C would cost the City $300,000
and save a total of approximately $36,028.48 yearly. Option C involved Outsourcing Street
Sweeping Operations. Superintendent Batis pointed out that cost savings for Option C could not
be guaranteed because the contract bid could fluctuate yearly.
Council then pursued the following discussion:
Councilman Addiego commented that residents would adapt to the Program. He noted
that often clippings and other items were left in the gutters on scheduled street sweeping days.
Adopting a program with less sweeping might curtail this abuse of the system.

Councilwoman Matsumoto suggested the possibility of a shop keeping ordinance that
would require businesses to maintain the cleanliness of the sidewalks in front of their stores. She
noted such ordinances existed and were successful in other cities.
Councilman Gonzalez noted the importance of educating the public with respect to the
costs associated with unlawful dumping of debris and garbage. He opined that educating local
students about how to properly dispose of fast food packaging would be beneficial.
Director White advised another way to make the Program more effective would be to
expand on parking restrictions.
Councilman Gonzales commented that it would be helpful for residents to have parking
in front of their homes.
Director White reminded Council that reducing program costs could help meet NPDES
requirements such as installing more trash capture devices. He also explained a bar screen device
aimed at capturing debris before they flowed to the Bay.
Director Batis next presented the Clean Team Analysis portion of the PowerPoint. He
explained the Public Works Maintenance Clean Team performs functions including picking up
abandoned furniture, shopping carts and miscellaneous items as well as debris and trash. Clean
Team functions also included the Medivac Machine operated in the Downtown and other areas of
the City as well as individual Business Trash Can Pick Up. Maps displaying the locations of the
1,462 total 2010 Clean Team Service Requests were displayed. The maps demonstrated that
many of the requests were concentrated in certain areas of the City, including Willow Gardens
and the Downtown District. In order to combat the costs related to these functions, a multitude
of options was suggested including Special Assessment Districts in areas where pick up of
abandoned items was frequent. A Shopping Cart Ordinance making stores responsible for
implementing measures designed to keep shopping carts on store premises was also proposed.
Finally, Director White presented a newspaper article reflecting on the mandates that make the
Clean Team functions necessary.
Council was not adverse to the suggested proposals of considering a shopping cart ordinance
and /or special assessment districts.
Mayor Mullin thanked Director White and Superintendent Batis for their thorough presentation.
18. Adjournment.
Being no further business, Mayor Mullin adjourned the meeting at 10:03 p.m.
