CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION EXPRESSING THE CITY COUN-
CIL'S POSITION REGARDING A REVISION OF
THE MAYO-BREED FORMULA
WHEREAS, California's highway improvement program has
been among the finest in the nation; and
WHEREAS, the allocation of State Highway Funds under
the Mayo-Breed formula has facilitated a generally uniform
improvement of highways in the various sections of the State,
even though there remain to be eliminated, in all sections
of the State, many millions of dollars in highway deficiencies;
and
WHEREAS, the future economic and sociological growth
and development of all parts of California is dependent on
the construction of an adequate highway and freeway system;
and
WHEREAS, the dollar amount of deficiencies in the "north-
ern'' area presently is proportionately higher than that for
the "southern" area, relative to the present 55 - 45 alloc-
ation of State Highway Funds; and
WHEREAS, legislation has been introduced at the 1967
Session of the Legislature to revise the Mayo-Breed
so as to give 60 per c4nt of State Highway Funds to the
"southern" area and 40 per cent to the "northern" area; and
WHEREAS, this would reduce the available highway funds
in the "northern'' area by over $30,000,000 annually, which
would create intolerable delays to badly needed construction;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of South San Francisco that:
1. The Council opposes a revision of the Mayo-Breed
fo~-m~la which would change the basically equitable 55 - 45
apportionment of State Highway funds, which for many years
has permitted a uniform development of highways in all
parts of the State.
2. A copy of this Resolution be forwarded to Governor
Ronald Reagan, Senator Richard Dolwig, Assemblymen Leo $.
Ryan and Carl A. Britschgi, and the Transportation Con~nittees
of the Assembly and Senate.
