HomeMy WebLinkAboutReso 111-2011 RESOLUTION NO. 111 -2011 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT BETWEEN THE CALIFORNIA STRATEGIC GROWTH COUNCIL (SGC) AND THE CITY OF SOUTH SAN FRANCISCO (CITY); ACCEPTING A GRANT IN THE AMOUNT OF $323,624 FROM THE SGC IN ORDER TO PREPARE THE CITY'S CLIMATE ACTION PLAN (CAP) AND PEDESTRIAN MASTER PLAN (PMP); AWARDING THE CAP AND PMP PROJECT TO PMC OF OAKLAND, CALIFORNIA; AND AMENDING THE ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT'S 2011 -2012 OPERATING BUDGET WHEREAS, the Legislature and Governor of the State of California have provided funds from the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 for preparation of a Climate Action Plan; and WHEREAS, the California Strategic Growth Council (SGC) has been delegated the responsibility for the administration of this grant program, and requires the City of South San Francisco (City) to execute a grant agreement in order to receive grant funds; and WHEREAS, staff recommends authorizing the execution of a grant agreement with the SGC; and WHEREAS, staff recommends the acceptance of a $323,624 grant from the SGC for the preparation of a community -wide Climate Action Plan (CAP) and a Pedestrian Master Plan (PMP); and WHEREAS, in May 2011, staff sent out Request for Proposals (RFP) to fourteen (14) consultant firms to prepare the CAP and PMP (Project), and three (3) consultant teams submitted proposals; and WHEREAS, on August 3, 2011, a panel of city staff interviewed the three (3) consultant teams, and PMC was selected as the most qualified to conduct the Project; and WHEREAS, the total Project budget, including City funds required by the SGC, is $510,000; and WHEREAS, staff recommends the appropriation of $186,376 of the Economic and Community Development Department Operating Budget and General Plan Maintenance Funds, the City's share of the Project's funding, will be used to provide project support and preparation of a related environmental document; and WHEREAS, the Economic and Community Development Department's 2011 -2012 Operating Budget will need to be amended in order to establish a budget for the CAP and the PMP in a total amount of $510,000. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby: 1. Authorizes the City Manager to execute a grant agreement between the California Strategic Growth Council and the City of South San Francisco, attached hereto as Exhibit A; and 2. Accepts $323,624 in grant funding from the California Strategic Growth Council for the preparation of a Climate Action Plan and Pedestrian Master Plan; 3. Awards a consultant services contract for preparation of the Climate Action Plan and Pedestrian Master Plan to PMC of Oakland California, in an amount not to exceed $323,624, conditioned on PMC's timely execution of the Project contract and submission of all required documents; and 4. Amends the Economic and Community Development Department's 2011 -2012 Operating Budget in order to reflect an increase of $323,624 and appropriates $186,376 from the Economic and Community Development Department Operating Budget and the General Plan Maintenance Fund to establish a project budget for the Climate Action Plan and the Pedestrian Master Plan in a total amount of $510,000; and 5. Authorizes the City Manager, or designee, as agent to conduct all negotiations, execute and submit all documents including, but not limited to agreements, and payment requests and so on, subject to approval by the City Attorney, which may be necessary for the completion of the aforementioned Project. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 14 day of September 2011 by the following vote: AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto, Vice Mayor Richard A.
