CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT WITH KOVARUS TECHNOLOGY
SOLUTIONS TO PURCHASE STORAGE AREA NETWORK
(SAN) DISK DRIVES.
WHEREAS, staff recommends that the City Council award a contract to Kovarus Technology
Solutions, of South San Francisco, California ( Kovarus) for the purchase of two (2) storage area
network (SAN) disk drives, in an amount not to exceed $120,000; and
WHEREAS, Section 4.04.040 of the South San Francisco Municipal Code (SSFMC)
expressly authorizes the City to take advantage of valid contract terms that have been negotiated by
another governmental agency, where that agency had used a quote or bid process substantially
conforming with SSFMC Chapter 4.04 and State law; and
WHEREAS, EMC is a manufacturer of SAN disk drives; and
WHEREAS, EMC is part of the Western States Contracting Alliance (WSCA Contract B-
27161, California PA #B27161) and the National Association of State Procurement Officials
(NASPO). The WSCA state contract was designed to make it easier for cities to purchase; and
WHEREAS, the State of California has also executed a purchase agreement addendum for
the same products utilizing the WSCA contract process; and
WHEREAS, staff has verified that WSCA's bid process and agreement with EMC
substantially conforms to SSFMC Chapter 4.04 and State law; and
WHEREAS, Kovarus is the authorized reseller of EMC products to eligible purchasing
entities under the EMC WSCA Contract and will honor the prices established by the WSCA contract
process for SAN disk drives; and
WHEREAS, funding is included in the 2008 -2009 and 2009 -2010 CIP budgets in the amount
of $120,000; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby:
1. Authorizes the City Manager to execute the Agreement on behalf of the City Council
of the City of South San Francisco upon timely submission by Kovarus of the signed
project contract and all other required documents, subject to approval as to form by
the City Attorney.

City Council of the City of South San Francisco at a regular meeting held on the 14 day of
September 2011 by the following vote:

Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin
