HomeMy WebLinkAboutReso 4755-1967RESOLUTION NO. 4755 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION SUPPORTING STATE ASSF~BLY JOINT RESOLUTION NO. 29 REQUESTING CONGRESS TO ENACT FEDERAL TAX SHARING PROGRAM WITH STATE AND LOCAL GOVERNMENTS that BE IT RESOLVED by the City Council of the City of South San Francisco, WHEREAS, in the opinion of the City Council, it is of the utmost necessity that the Congress provide through Federal tax sharing with State and local governments a means of alleviating inequities in the present tax structure; and WHEREAS, it is necessary and desirable that the Congress provide a plan for such relief which permits Federal revenues or revenue sources to be returned to states and local communities without restrictions on the expenditure of such funds; and WHEREAS, it is necessary and desirable that, in promulgating such a program, the Congress authorize local governments to develop new sources of revenue other than property taxation as an offset to any losses of revenue-which may result from the adoption of such a Federal tax sharing program; and WHEREAS, in adopting Assembly Joint Resolution 29, the California Legislature has memorialized the Congress to enact some form of such a Federal tax sharing pr~ram, and the City Council finds it necessary and desirable to urge and request thei~the Congress to act in accordance with the provisions of said Assembly 3oint Resolution 29~ NOW, THEREFORE, IT IS HEREBY ORDERED AND DETERMINED as follows~ 1. That the Congress be, and it is hereby, urged and requested to enact legislation providing for Federal tax sharing by State and local governments in accordance with the provisions of Assembly 3oint Resolution 29 of the California Legislature. 2. That the Congress be, and it is hereby, urged and requested, if such a program of Federal tax sharing is enacted, to provide authorization for local governments to develop new sources of revenue other than property taxation as an offset to any losses of revenue to such local governments that may be occasioned by action taken to implement or promulgate the Federal Tax Sharing Program as proposed by said State Assembly Joint Resolution No. 29. 3. That the City Clerk of the City of South San Francisco be, and he is hereby, authorized and directed to send certified copies of this resolution to the office of the llth Congressional District and to State Assemblyman Robert Monagan. I hereby certify that the foregoing Resolution was regularly intro- duced and adopted hy the City Council of the City of South San Francisco at a regular meeting held on the 6th day of November, lg67, by the following vote~ AYES, COUNCILMEN NOES, " ABSENT, " Patrick E.
