CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AWARDING A CONSTRUCTION CONTRACT
TO BAYVIEW PAINTING AND CONSTRUCTION OF
BURLINGAME, CALIFORNIA, FOR THE CITY HALL
EXTERIOR LEAD BASE PAINT STABILIZATION
(ABATEMENT), AND CITY HALL, TOWER, AND CITY
HALL ANNEX PAINTING PROJECT IN AN AMOUNT NOT
TO EXCEED $120,000
WHEREAS, City staff issued a Notice Inviting Bids in the San Mateo Times on August
13, and August 20, 2011 for the City Hall Exterior Lead Base Paint Stabilization (Abatement)
and City Hall, Tower, and City Hall Annex Painting Project ( "Project "); and
WHEREAS, A mandatory pre -bid meeting was conducted on August 23, 2011; and
WHEREAS, on August 31, 2011, staff received bids from six (6) of the twelve (12)
contractors who attended the mandatory pre -bid meeting; and
WHEREAS, staff recommends accepting the lowest bidder's base bid and four of the five
additive alternative bids;
WHEREAS, Bayview Painting and Construction ("Bayview") was the lowest responsive
bidder, and staff has determined that Bayview has a valid contractor's license, and is satisfied
with their qualifications; and
WHEREAS, staff recommends awarding the Project contract to Bayview Painting and
Construction of Burlingame, California, in the amount of $120,000; and
WHEREAS, the Project will abate the City Hall and City Hall Annex exterior lead base
paint, paint the exterior of City Hall, the Tower and the City Hall Annex, ad repair and paint the
City Hall exterior front railings, posts, and pillars; and
WHEREAS, because City Hall is designated as an historic building, staff will work
closely with the Planning Division in determining the two paint colors and the appropriate trims
and sashes of the building to be accented with the new paint colors; and
WHEREAS, the Project is included in the City of South San Francisco's 2011 -2012
Capital Improvement Program ( "CIP ") and sufficient funds are available to cover the Project
cost.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby awards a construction contract for the City Hall Exterior
Lead Base Paint Stabilization (Abatement) and City Hall, Tower, and City Hall Annex Painting
Project to Bayview Painting and Construction of Burlingame, California, in an amount not to
exceed $120,000, conditioned on /Bayview's timely execution of the Project contract and
submission of all required documents, including but not limited to, executed bonds, certificates
of insurance, and endorsements, in accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
agreement on behalf of the City of South San Francisco, upon timely submission by Bayview
Painting and Construction of the signed agreement, and all other required documents, subject to
approval as to form by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 28 day of
September 2011 by the following vote:
AYES: Councilmembers Mark Addiego, Pedro Gonzalez, and Karyl Matsumoto,
Vice Mayor Richard A. Garbarino and Mayor Kevin Mullin
