HomeMy WebLinkAboutReso 4894-1968RESOLUTION NO. 4894 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION ESTABLISHING TIME AND PLACE FOR REGULAR, AGENDA CONFERENCE, AND STUDY MEETINGS OF THE CITY COUNCIL; THE PROCEDURE FOR CALLING SPECIAL MEETINGS; AND THE SCHEDULE OF COUNCIL COMMISS ION CONFERENCES BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. PURPOSE: This Resolution sets forth the following with respect to Council Meetings and Council Commission Con- ferences. 2. COUNCIL MEETINGS 2.1 Regular Meetings 2.2 Agenda Conference Meetings 2.3 Study Meetings 2.4 Special Meetings 2.5 Adjournment or Continuances of Meetings 2.6 Adjournment or Continuance Order 3. COUNCIL COMMISSION CONFERENCES 3.1 Schedule of Council Commission Conferences 3.2 Change of dates for Conferences 3.3 Agenda 2. COUNCIL MEETINGS: The time and place for Regular, Agenda Conference, and Study Meetings of the City Council and the procedure for calling Special Meetings, shall be as follows: 2.1 REGULAR MEETINGS: The time and place for Regular Meetings of the City Council shall be 8 o'clock p.m. on the first and third Monday of each month, in the Council Chambers of the City Hall, Grand and Maple Avenues, South San Francisco, California as set forth in Ordinance No. 175. 2.2 AGENDA CONFERENCE MEETINGS: The time and place for Agenda Conference Meetings shall be 4:30 o'clock p.m. on the first and third Monday of each month, in the Council Conference Room of the City Hall, Grand and Maple Avenues, South San Francisco, Calif- ornia. The Agenda Conference Meetings shall be open to the public and press and shall be devoted to an examination of the Agenda, interchange of information necessary to determine whether the matters scheduled on the Agenda are adequately supported by information and reports, and other matters relating to the condition of the Agenda deemed appropriate by the City Council. No official action or vote shall be taken at such Agenda Conference Meetings. 2.3 COUNCIL STUDY MEETINGS: The time and place for Council Study Meetings shall be 7:30 o'clock p.m. on every Wednesday of each month, in the Council Con- ference Room of City Hall, Grand and Maple Avenues, South San Francisco, California. The Study Meetings shall be open to the public and press and shall be devoted to matters under consideration by or being processed by the City Council, City Manager and staff. The purpose of said Study Meetings shall be to afford the members of the Council, City Manager and staff an opportunity to become better informed regarding said matters so that they may weigh and consider them as they are being prepared for presentation to the Coun- cil at the Regular Meetings. No official action or vote shall be taken at such Study Sessions. 2.4 SPECIAL MEETINGS: Special Meetings may be called in accordance with the provisions of Section 54956 of the Government Code and amendments thereto. The Mayor or a majority of the members of the Council may call a Specill Meeting by delivering personally or by mail, written notice to each member of the Council and to each local Newspaper of general circulation, radio, or television stations requesting notice in writing. The notice must be delivered personally or by mail at least twenty-four (24) hours before the time of such meetings specified in the notice. The call and notice shall specify the time and place of the Special Meeting and the business to be transacted. No other business shall be considered at such meetings by the Legislative body. Notice may be dispensed with or waived as provided for by Section 54956. The City Clerk shall obtain the notice of Special Meeting from the Mayor or members of the Council, file the original in Central records and distribute copies as set- forth on the Sample of Notice for Special Meeting and to others who have requested copies in accordance with Section 54956 of the Government Code. In the absence of the City Clerk the City Manager shall obtain the Notice of Special Meeting from the Mayor or members of the Council, file and distribute or cause same to be filed and distributed as hereinbefore setforth. SAMPLE OF NOTICE FOR SPECIAL MEETINGS NOTICE OF SPECIAL MEETING NOTICE IS HEREBY GIVEN, pursuant to the Government Code of the State of California, of a special meeting called for (1) , (2) , 19 at (4) o'clock p.m. in the Council Chambers, City Hall, South San Francisco, California. The purpose of the meeting is to receive, consider, and vote on the following matters: (3) , (5) Date: (6) (7) Mayor Copies to: Mayor ) Mayor pro rem: ) Councilman ) Councilman ) Councilman ) City Manager )-(8) Department Heads ) Enterprise-Journal ) Advance Star ) San Mateo Times ) Bulletin Board ) BLANK FILL-IN GUIDE (1) Fill in this blank with the day of the week (2) Fill in this blank with the month designation (3) Fill in this blank with the year designation~ (4) Fill in this blank with the time designation (5) Fill in this blank with items of business for the Special Meeting (6) Fill in this blank with the date on which the notice is issued (7) Have the Mayor or three (3) members of Council sign in this blank (8) Fill in these blanks with the names and addresses of the addressees. 2.5 ADJOURNMENT: The Regular Meetings, Agenda Conference Meetings, Council Study Meetings, and Special Meetings may be adjourned to a time and place by following the procedure set forth in the applicable sections of the Government Code of the State of Calif- ornia. 2.6 ADJOURNMENT ORDER: Should a meeting as here- inbefore set or held as scheduled be adjourned to another date then an Adjournment Order shall be issued substantially in the form set forth below. The City Clerk shall obtain the Adjournment Order from the Mayor, file the original in Central Records and distribute copies to the following: Mayor, each Councilman, City Manager, Department Heads, Enterprise-Journal, Advance Star, San Mateo Times and post one copy on the Bulletin Board within twenty-four (24) hours after Adjournment except that if the meeting is continued to a time less than twenty-four (24) hours after the time scheduled or time held then the copy of the order shall be posted immediately following the meeting at which the order or declaration of continuance was adopted or made. In the absence of the City Clerk, the City Manager shall obtain the Adjournment Order and file the original with the City Clerk for distribution as hereinbefore setforth and should immediate posting of the notice be required then he shall post a copy of said order on the Bulletin Board. COUNCIL COMMISSION CONFERENCE MEETINGS: A schedule of Conference Meetings between the City Council and the respec- tive Commissions and Boards of the City is hereby established. Council Commission Conferences shall be scheduled on the agenda of the third (3rd) Council Study Meeting of each month at 7:30 o'clock p.m. as shown in the following schedule. 0 3.1 SCHEDULE OF COUNCIL COMMISSION CONFERENCES MONTH January February March April May June July August September October November December COUNCIL COMMISSION CONFERENCE Council and Planning Commission Council and Personnel Board Council and Recreation Commission Council and Library Board Council and Cultural & Arts Committee Council, Planning Commission, Personnel Board, Recreation Commission, Library Board, and Cultural & Arts Committee No meeting scheduled No meeting scheduled Council and Planning Commission Council and Personnel Board Council and Recreation Commission Council and Library Board Council and Cultural & Arts Committee Council, Planning Commission, Personnel Board, Recreation Commission, Library Board, and Cultural & Arts Committee 3.2 CHANGE OF DATES: The scheduled dates for the meetings as hereinbefore setforth may be changed by the Mayor upon reasonable notice to the members of the City Council and the Commission or Board scheduled to meet with the City Council. 3.3 AGENDA: The Commission or Board scheduled for conference shall not less than ten days prior to said confer- ence meeting file with the City Clerk either (1) a notice that said Commission or Board submits no items for agenda, or (2) the proposed agenda for the conference meeting. Should said Commission or Board file a proposed agenda, the Mayor shall confirm or modify on or before the eighth day prior to the conference meeting, and the City Clerk shall deliver or cause to be delivered, a copy of the confirmed or modified agenda to the City Councilmen, members of the Commission or Board scheduled for the Conference meeting, City Manager and other partie~' concerned. Should the Commission or Board file a notice that no items will be submitted or fail to file a proposed agenda, the Mayor may delete from the Agenda said conference meeting. 4. RESOLUTIONS SUPERSEDED: This Resolution supersedes Resolution No. 3638 passed on the 17th day of December, 1962, Resolution No. 3915 passed on the 13th day of April, 1964, and Resolution No. 4663 passed on the 1st day of May, 1967, which resolutions provided for meetings of the City Council and Council Commission Conference Meetings. The purpose of this Resolution is to consolidate in one document the provisions set forth in the foregoing three Resolutions. 5. PUBLICATION AND EFFECTIVE DATE: This Resolution shall take effect on September 4, 1968, and shall be published once in the "Enterprise-Journal', a newspaper of general circulation published in the City of South San Francisco, within fifteen (15) days after passage thereof.
