A RESOLUTION INVITIN~ INFORMAL PROPOSALS
REGARDING SOLID WASTE' DISPOS~Li BY'INCINERATION.
BE IT RESOLVED by the City Council of the City of South
San Francisco that:
1. The Council hereby authorizes issuance' and publication
of a Notice inviting inf,)rmation proposals from those
who specialize in design, construction and installation
of incinerators for soli,1 waste disposal.
2. The Notice to call for the following in addition to the
data proponents desire t,) submit:
a. Description of a sys=em which has the initial capacity
to process four hundred (400) tons per day.
b. Statement and supporting data regarding system's
capacity to:
(1) Maintain continuous steam production for power
generation.
(2) Meet minimum air pollution requirements of the
Bay Area Air Pollution Control District.
(3) Produce burn ou~ of refuse of less than six
percent (6%) by dry weight of residue.
c. Statement and suppor=ing data regarding
(1) The grate system and refractory including per-
formance records, grate weights, materials and
other data.
(2) Capital investment required and cost of opera-
tion.
(3) Proponent's experience in operating such a
facility.
(4) Procedure used to assure dispOsal of refuse
during emergencies.
(S) Procedure for demolition of lumber, and com-
bustible bulk i~ems.
d. List of existing installations constructed by
proponent.
e. Description of personnel training and start-up programs.
f. Availability of private financing, ownership and
operation for such a 'facility.
g. Estimated time required for the construction and
installation of such a facility.
The Notice shall provide for submission of the information
proposals by proponents on or before a date stated in the
notice, and should none be designated therein then within
thirty (30) days after the last publication thereof.
I hereby certify that the foregoing Resolution was
regularly introduced and adopted by the City Council of the
City of South San Francisco a± a regular~ meeting
held on the 7th day of July , 19 69 , by the
following vote:
