HomeMy WebLinkAboutReso 5264-1970 RESOLUTION NO. 5264 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REGARDING THE BLOCKING OF PUBLIC GRADE CROSSINGS BY RAILROADS. WHEREAS, the Public Ut: lities Commission of the State of . California, under Case No. 8949, has been conducting hearings to determine whether to modify its Resolution No. S-1278; and WHEREAS, said Resolution deals with the blocking of public rail-highway grade crossings by rail equipment; and WHEREAS, public vehieu2ar traffic is also a user of public rail-highway grade crossings; and WHEREAS, any blocking of public vehicular traffic causes increased congestion on streets and highways in the City; and WHEREAS, the Federal Government in its TOPICS Program, has recognized the necessity for improving traffic flow and safety at rail-highway grade crossings; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco recommends to the California Public Utilities Commission that any rules regulating the blocking of public highway grade crossings by rail equipment should include the following requirements: 1. Maximum time that a stopped train may obstruct public vehicular travel over a rail-highway grade crossing shall be five minutes. 2. That the Cities and Counties and the railroads may agree to blockage for greater periods of time in individual instances. 3. Authorization of law enforcement agencies to enforce the orders of the Public Utilities Commission in this regard.
