CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION REGARDING THE BLOCKING OF
PUBLIC GRADE CROSSINGS BY RAILROADS.
WHEREAS, the Public Ut: lities Commission of the State of .
California, under Case No. 8949, has been conducting hearings
to determine whether to modify its Resolution No. S-1278; and
WHEREAS, said Resolution deals with the blocking of
public rail-highway grade crossings by rail equipment; and
WHEREAS, public vehieu2ar traffic is also a user of
public rail-highway grade crossings; and
WHEREAS, any blocking of public vehicular traffic causes
increased congestion on streets and highways in the City; and
WHEREAS, the Federal Government in its TOPICS Program,
has recognized the necessity for improving traffic flow and
safety at rail-highway grade crossings;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of South San Francisco recommends to the California
Public Utilities Commission that any rules regulating the
blocking of public highway grade crossings by rail equipment
should include the following requirements:
1. Maximum time that a stopped train may obstruct
public vehicular travel over a rail-highway grade
crossing shall be five minutes.
2. That the Cities and Counties and the railroads
may agree to blockage for greater periods of time
in individual instances.
3. Authorization of law enforcement agencies to
enforce the orders of the Public Utilities Commission
in this regard.

No section cf this Article shall be construed as permitt-
ing any parking in viola%ion of any o~her provision of

ARTICLE XVI - Trains
Section 16 -
Railway Gates -
No person shall drive any vehicle through, around, or
under any crossing gate or barrier at a railroad .grade
crossing while such gate or barrier is closed or. is being
opened or closed,
Section 16.1 - Trains not to Block Crossings -
No person shall cause or permit any railway train or
railway cars or similar vehicle on rails to stop or
stand or to be operated in such a manner as ~o prevent
the use of ary street for the purposes of travel for a
period of tine longer than ten (10) minutes, except :hat
this provision shall not apply to railway trains, cars or
similar vehicles on rails while blocking or obstructing
a crossing, because of an acciden~ which requires
ooerator of the train, car or similar vehicle ~ rails
to stop at or near ~;he scene of the accident.
Section 16.2 - AuThority to Break Trains in Emergency -
Any Police Officer shall have authority to
blocking any grade crossing to be uncoupled or
the grade crossing in order to pez~a~t ~he passage .. of ' aa~
emergency vekicle while such vehicle is engaged in'
