CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO
REQUESTING THE CALIFORNIA STATE PUBLIC UTILITIES
COMMISSION TO INSTITUTE A SPECIAL STUDY AS TO THE
FEASIBILITY OF REQUIRINg RAILROADS THROUGHOUT THE
STATE TO BEAUTIFY RAILROAD RIGHTS-OF-WAY IN URBAN
AREAS THROUGH PROPER L~DSCAPING AND MAINTENANCE
THE RE0 F.
WHEREAS, railroad rights-of-way occupy a considerable
portion of the property located within the corporate limits
of the City of South San Francisco, a municipal corporation,
and
WHEREAS, it is the continuing policy of the City of
South San Francisco to beautify the City through a program of
landscaping City streets and public properties, and
WHEREAS, throughout the State of California and across
the nation a similar public need for beautification of State
and Federal highways through proper cleanup, landscaping, and
planting has been recognized, and
WHEREAS, the City of South San Francisco believes that a
comparable public need exists for the landscaping of railroad
rights-of-way where they pass through urban areas throughout
the State of California, and
WHEREAS, the City believes that the need for beautifi-
cation of railroad rights-of-way in urban areas is statewide
and a uniform policy should be adopted throughout the State,
and
WHEREAS, the California State Public Utilities Commission
has the exclusive control over railroads operating within
the State of California and has the authority to itself
initiate studies as to the public need where railroads are
affe cte d;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of South San Francisco does request the California
State Public Utilities Commission to institute a special study
as to the feasibility of requiring railroads operating
throughout the State to institute a program of beautifica-
tion of railroad rights-of-way in urban areas throughout
the State by requiring the landscaping and maintenance of
said rights-of-way.
BE IT FURTHER RESOLVED that the City Clerk is authorized
and directed to deliver a copy of this Resolution to the
California State Public Utilities Commission and the League
of California Cities.
