A RESOLUTION REQUESTING COUNTY CLERK
OF SAN MATEO COUNTY TO RENDER SPECIFIED
ELECTION SERVICIS -'SPECIAL MUNICIPAL
ELECTION, SEPTEMBER 15, 1970.
BE IT RESOLVED by the City Council of the City of South
San Francisco as follows:
1. That the Board of Supervisors of the County of San
Mateo shall be,~ and is hereby, requested to permit the County
Clerk of said County to render the services hereinafter speci-
fied relating to the conduc~ of the special municipal election
to be held within said City on Tuesday, September 15, 1970.
2. That the election services requested by said City in
connection with the holding and conducting of said election are
more particularly set forth in Exhibit "A" attached hereto and
incorporated herein the same as though fully set forth at
length.
3. That said City shall, and does hereby accept and
agree to comply with the terms and conditions of the per-
formance of said election services, and the payments therefor,
as set forth in Exhibit "A".
4. The-County Clerk is further authorized and delegated
to perform the duties specified in Exhibit "A" for the purpose
of the special municipal election to be held within the City
of South San Francisco on Taesday, the 15th day of September,
1970.

RESOLUTION. NO. 5353
SchedUle of services for special municipal election September 15, 1970.
1. Services
(1) Precincts - Set consolidated precincts and supply list for
legal publication by City.
C2) Precinct Indexes - Furnish precinct index, by consolidated
precinct, to the Affidavits of Registration of eligible voters.
(5) Polling Place Notices - Prepare and address polling place notices
for m~iling to eligible voters. Includes paper stock.
(4) Ballot Preparation and Printing:
(a) Prepare ballot .copy for Official Absentee Punchard Ballots
from certified data supplied by City. Submit to printer,
check proof, obtain certification from City as to correctness
and resubmit to printer for actual printing.
(b) Prepare copy for Offi. cial Voting Machine Ballot Labels from
certified data supplie, i by City. Submit to printer, check proof,
obtain certification from City as to correctness and resubmit to
printer for actual printing.
(c) City to prepare copy for Voting Machine Sample Ballots and submit
to printer. We will c~ordinate work with printer designated by City
to insure correctness sith Ballot Label and also folding to
insure correct ballot size for inserting election matter.

{d) City to prepare argument copy for submittion to printer. We
will coordinate work to insur~ correct folding for use of
material in inserting election matter.
ALL PRINTING COSTS OF ABOVE ITEMS Ca), {b), Cc) and Cd) to be paid ·
directly by City upon receipt of proper invoice from printers.
Sample Ballot Envelopes used in mailing'to eligible voters to be
furnished and billed on a prorata basis by the School Department
of the County.
(6) Inserting of election matter to be mailed to voters to be performed
and will be billed to City on a prorata basis by the School
Department of the County.
(7) Postage for election matter mailing will be billed on a prorata
basis by the School Department of the County.
(8) Election matter will be deposited in the mail and Certificate
of Mailing forwarded to the City.
(9) County will furnish official punchcards to printer for the
Absentee Ballots, and City will b~ billed.
(10) Basic election precinct supplies will be furnished by County and
billed to City on a prora~a basis by the School Department of the
County.
(11) Deliver precinct supplies and Voting 5fachine keys to Precinct Inspector. s
prior to election.
C12) Furnish miscellaneous forms as necessary.
Prepare list for payment of election officers and polling place
owners for which thc School Department of the County will bill the
City on a prorata basis.
(14) Selection of election officers and substitute election officers. Prepare
forms, mail applications, process applications upon return, prepare
election officer appointmeLt forms for mailing to officers. City will
officially appoint election officers. List will be furnished. Election
Officer fees will be billed by the School Department of the County on
a prorata basis.
(15) Polling Places - Selection of polling places, including the performance
of any field work necessary, prepare forms, process and mail polling
place agreements. Official designation of polling places will be. made
by City. l,ist will be furnished. Polling Place fees will be billed by
the School Dcpartment of the County on a prorata basis.
(16) Equipment repair will be made, if found to be necessary, after inspection
of Voting Machines upon return to warehouse. City will be advised of
any damage pr%or to repair.
(17) Services to ready voting machines for use. at the election, including
Voting Machine technician services on election day, will be billed
to qity by School Department on a prorata basis.
(18) Preparation o~ schedules mnd arrangements for delivery of Voting Machines
will be made and billed t~ City by the School Department on a pro-
rata basis. Bids will be obtained for the movement of the Voting
Machines. '"'
(19). Semi-Official Canvass is the responsibility of and will be made by
the City Clerk,on electicn night,
(20) Absentee Canvass is the responsibility of and will be made by the City
Clerk after 8:00 P.M. on election night.
(21) Services required to unseal the Voting Machines and take off and
record the votes cast and reseal ~oting Machines p~ior to Official
Canvass by City. City Cl~rk will be furnished a Certificate by the
County Clerk for use in Four Official Canvass procedure.
(22) Official Canvass to be made by the City Governing Board on
September 22, 1970 and tae City Clerk to enter results on the records
of the City Council.
2. Legal Publications
Legal publications are the responsibility of the City and the County Clerk will
only furnish necessary lists incidental thereto. Payment to be made
directly by the City. ..
Absentee Voting
The processing of AbsentVoter Applications, mailing of'absent voter
ballots and the voting in th~ office of the City Clerk is the responsibility
of the City Clerk.
4. As part of this schedule, tke City will furnish a copy of their Notice
of Election which includes fate of election, official name of election,
text of measure and the hours polls wili open and close. The County will
furnish a list of ~lection Cfficers and.Polling Places as 'selected in
ample time for approval by Governing Board of City, ,

S. Also as part of this schedulo, the City will be responsible for
compliance with tl~e following sta-.utory requirements:
Campaign Statement of receipts and expenses is to be filed by
proponents and opponents in the o££ice o£ the City Clerk no later
than 50 days after the election, er October 15, 1970. Public record.

6. Term. This schedule shall be in toffee{ for the performance of
specified services incident to the preparation and holding of the
Special City Election to be held ~n September IS, 1970.
7. Consideration. The City, in consideration of the performanoe of the
aforementioned services, shall pay to the County Superintendent of
Schools a sum equal to the actual cost of such services, or for items
to be paid directly by City upon submission of proper detail from vendor
or the County Superintendent of Schools.
