CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A GRANT AGREEMENT BETWEEN THE
METROPOLITAN TRANSPORTATION COMMISSION (MTC)
AND THE CITY OF SOUTH SAN FRANCISCO (CITY);
ACCEPTING A GRANT IN THE AMOUNT OF $600,000
FROM MTC IN ORDER TO PREPARE THE DOWNTOWN
STATION AREA SPECIFIC PLAN (SASP) AND
ENVIRONMENTAL IMPACT REPORT (EIR); AND
AWARDING THE DOWNTOWN SASP AND EIR TO BMS
DESIGN GROUP (BMS) OF SAN FRANCISCO.
WHEREAS, the Metropolitan Transportation Commission (MTC) has developed a grant
program intended to increase transit ridership by creating complete communities, and
encouraging an intensification of land use near transit stations and high quality transit service;
and
WHEREAS, the Metropolitan Transportation Commission (MTC) is responsible for
administration of this grant program, and requires the City of South San Francisco to execute a
grant agreement in order to receive the grant funds; and
WHEREAS, staff recommends authorizing the execution of a grant agreement with
MTC; and
WHEREAS, staff recommends the acceptance of a $600,000 grant from MTC for the
preparation of a Downtown Station Area Specific Plan (SASP) and Environmental Impact
Report (EIR); and
WHEREAS, as part of the MTC grant, the City must provide a twenty percent (20 %)
match of funds, which the Redevelopment Agency authorized the use of $120,000 for the
required match on February 9, 2011; and
WHEREAS, in August 2011, staff sent out Requests for Proposal to fifteen (15)
consultant firms to prepare the SASP & EIR (Project), and on August 22, staff held a question
and answer meeting for interested consultants, and ultimately seven (7) consultant teams
submitted proposals; and
WHEREAS, on October 27, 2011 and November 2, 2011 staff interviewed five (5)
consultant teams, and BMS Design Group was selected as the most qualified to conduct the
Project; and
WHEREAS, the total project budget, including $120,000 of previously earmarked
Redevelopment Agency funds (20% match) is $720,000, and a maximum of $620,000 will be
allocated to the consultant team to complete the Project; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
South San Francisco that the City Council hereby:
1. Authorizes the City Manager to execute a grant agreement between the Metropolitan
Transportation Commission (MTC) and the City of South San Francisco (City), attached
hereto as Exhibit A; and
2. Accepts $600,000 in grant funding from the MTC for the preparation of a Station Area
Specific Plan (SASP) and Environmental Impact Report (EIR); and
3. Awards a consulting services contract for preparation of a SASP and EIR (Project) to
BMS Design Group (BMS), of San Francisco California, in an amount not to exceed
$620,000, conditioned on BMS's timely execution of the Project contract and submission
of all required documents; and
4. Authorizes the City Manager, or his designee, to take any action consistent with the intent
of this resolution, including but not limited to, conducting all negotiations, executing and
submitting all documents, such as agreements, payment requests, and any other required
forms, subject to approval by the City Attorney, which may be necessary for the
completion of the Project.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the l4t day of
December, 2011 by the following vote:
AYES: Councilmembers Mark Addiego, Karyl Matsumoto, and Kevin Mullin,
Vice Mayor Pedro Gonzalez and Mayor Richard A. Garbarino
