BE IT RESOLVED by the 2ity Council of the City of South San Francisco that the following suggestions regarding railroad right-of-way landscaping, composed and recommended by the City Planner and Landscape Specialist, are hereby approved and respectfully submitted to the Public Utilities Commission of the State of California in response to their request therefor: "The City of South San Francisco respectfully pro- poses that the Public Utilities Commission require the railroads under its jurisdiction to landscape their rights-of-way in a manner which is consonant with the landscaping standards and practices in the several cities traversed by said rights-of-way. "The City of South San Francisco also proposes that the Commission's landscaping requirements be made flexible, and based upon local planning and zoning guidelines. Flexible requirements could be readily tailored to individual cities, and would tend to bring the landscaping of railroad rights-of-way into conformity with the prevailing patterns of landscap- ing of the areas they traverse. "The City of South San Francisco feels that the landscaping standards applied to rights-of-way should be no more stringent, and no less stringent than those applied to adjacer, t land uses. The City also feels that the obligaticn to landscape for the overall benefit of the city, community, or neighbor- hood should not be waived for railroads. The obliga- tion to landscape should not be interpreted as con- demnation for park purposes. In the City of South le "San Francisco, all uses, including churches, schools, and factories come within the purview of its land- scaping requirements." I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the regnl ar me e t in g October , 1970 , City of South San Francisco at a held on the 19th day of by the following vote: AYES, COUNCILMEN NOES, " ABSENT, " Patrick E.
